(USAID) is seeking the services of a contractor with expertise in local
governance and decentralization in Latin America to assist the Bureau's
Office of Regional Sustainable Development (RSD) manage its Democratic
Local Governance Results Package. This RP supports LAC/RSD's S.O. #5:
Reinforcement of regional trends that deepen democracy in Latin
America and the Caribbean. Activities fall under SO5 IR #2:
Strengthened regional mechanisms to improve public sector legitimacy.
In addition, the RP directly supports a recent Summit initiative on
municipal development and regional administration, which was approved
by the Presidents in the region at the April 1998 Santiago Summit. The
contractor shall provide LAC/RSD/DHR with twenty-four (24) months of
strategic, technical, and managerial assistance. A firm fixed price
award will be made based on full-and-open competition. This procurement
is set-aside for small businesses. The request for proposals will be
issued on or about 15 days from the date of this publication. The
closing date for the RFP will be on or about 30 days from the issuance
date. The SIC code for the above award is 8999. Responsible offerors
