market survey is being conducted to identify firms interested in
providing operational and flight safety support services for the 45th
Space Wing (45 SW). This was originally announced on 22 Feb 00 under
the title of Consolidated Safety Engineering Contract (CSEC), which was
later cancelled on 23 Mar 00 due to change in scope. The proposed
contract would be a recompetition of the current safety contract at
Cape Canaveral Air Force Station (CCAFS) and Patrick Air Force Base
(PAFB), with potential provisions for safety engineering and analysis
support to NASA, Kennedy Space Center (KSC). The contract will provide
operational safety engineering support, flight safety analyses, and
oversight for hazardous and safety critical space launch operations.
Such support may include, but is not limited to, analytical, scientific
and engineering studies, and risk assessments in support of launch
missions at the 45 SW, assessments of hazards associated with
pre-launch, launch, and post-launch safety operations; review of
facility designs, ground support equipment, and launch vehicle
equipment. Further services may include flight plan review and
analysis; ground-based safety critical equipment and systems; ordnance;
solid and liquid propellants; cryogens; radiological materials and
other sources radiation; high pressure gases; transport of hazardous
materials; installation and test of launch vehicle Flight Termination
Systems (FTS); validation and inspection of ordnance checkout
equipment, fire suppression systems and other hazardous
systems/subsystems. The contract will also provide safety engineering
technical support; engineering analysis of systems; hazardous
operations procedure reviews; operations safety specific inspections
and on-site visits of ordnance/munitions facilities and operating
locations; safety support for launch countdown operations including
mishap and catastrophic event contingencies. Offerors must possess and
demonstrate a broad knowledge of safety engineering specific skills
that include the analysis, identification, and mitigation of hazards
associated with numerous systems employed in the space lift industry.
These systems include, but are not limited to, safety critical material
handling equipment used on the eastern range; acoustic hazards;
non-ionizing radiation including RF and LASER operations; ionizing
radiation operations; hazardous materials handling operations; high
pressure gas systems; cryogenic systems; hypergol systems and
operations for space lift; ordnance systems with emphasis on space
applications; solid and liquid propellant systems; and electrical
hazards. Offerors must also demonstrate the capability to provide
real-time safety critical support, including on-call capability, for
24-hour mission-critical operations, and disaster preparedness
contingencies. Operating locations will include CCAFS, PAFB, and
further locations TBD. Proposed contract type is cost-plus-award-fee
(CPAF), with provisions for indefinite delivery/indefinite quantity
(IDIQ)/task order contract line item numbers (CLINs). A basic contract
period of one year, with four 1-year option periods, is contemplated.
Clearances at the SECRET level are required, and the contractor must
have the ability to acquire TOP SECRET level. The applicable SIC code
and size standard is 8731/1000 employees. Conflict of interest rules
apply, and offerors will be required to submit mitigation plans
following release of the RFP. Firms responding to this survey must (1)
state whether they are a small or large business based on the size
standard above; (2) indicate if a small disadvantaged or woman-owned
business, 8(a) firm, or a historically black college or university or
minority institution (HBCU/MI), or a HUBZone small business; (3)
provide experience in the form of an outline of previous projects for
specific space lift safety relevant work completed or currently being
performed of equivalent magnitude including contract numbers,
description of the work, points of contact and phone numbers; specific
experience of personnel identified to perform the work including
professional qualifications/certificates; and (4) any other pertinent
information which would enable the government to assess a firm_s
capabilities. Because the government reserves the right to set aside
this acquisition based on the responses received, it is imperative that
firms respond with the required information so that capabilities can be
