SUBJECT: FINAL REPORT ON ADVANCED, HIGH EFFICIENCY INDIRECTLY-FIRED
CYCLES. DESC: The U.S. Department of Energy's National Energy
Technology Laboratory (NETL), Pittsburgh, PA intends to award a
purchase order on a sole-source basis to Dr. Daniel Seery, to (1)
Contribute and collaborate on advanced, high efficiency
indirectly-fired cycles especially options for radiative and convective
air heaters that are critical components of the High Temperature
Advanced Furnace (HITAF); (2) Contribute and collaborate on the design,
construction, and operation of the key HITAF components, the radiant
air heater and the convective air heater, for High Performance Power
System (HIPPS) greenfield plant and repowering designs; and (3)
Contribute and Collaborate to prepare and co-sign a final report
including a design of a concept commercial HIPPS plant based on study
results beginning in 1993. This purchase order is being issued to Dr.
Daniel Seery because he has the unique cognizance of the superiority of
HIPPS optionsover competing electricity production technologies in
terms of lower cost of electricity and cleaner energy production choice
using a radically different approach of burning coal, the abundant
domestic feedstock available for electricity production. He has a
comprehensive understanding of technical issues and market
opportunities in this effort. No other sources have comparable level of
skills in all areas necessary to meet the study objectives with the
required time frame and it is concluded that DOE's needs can be
satisfied by the unique services available only from the contractor.
This request is considered to be sole source to Dr. Daniel Seery. THIS
IS NOT A REQUEST FOR QUOTATION. Responses to this notice must be
within fifteen (15) days after this synopsis it posted electronically.
Consideration of the responses is solely within the discretion of the
Government, generally for the purpose of determining whether to
conduct a competitive procurement. Therefore, no solicitation will
result from this announcement. This award shall be made using
simplified acquisition procedures. All inquirers and concerns must be
