U -- PROVIDE ACQUISITION TRAINING SERVICES SOL RFP-17-00-HHS-OS POC Point of Contact: Cheryl Howe, Contract Specialist, 202-690-5552 The Office of Acquisition Management of the U.S. Department of Health and Human Services (DHHS), seeks qualified offerors to provide training courses for program personnel and contracting/purchasing personnel. In accordance with OFPP Policy Letter 92-3, training for contracting/purchasing personnel must be competency-based so that, when coordinated with on the job training, they can attain an appropriate level of skill as listed for each task in the Federal Acquisition Institute's Contract Specialist's Workbook. Offers may be based on courses developed and presented in previous fiscal years by DHHS contractors, or may substitute any developed, off-the-shelf courses similar in content which meet the course descriptions and teach the technical competencies set forth in the latest version of the Contract Specialist's Workbook. Offerors must indicate whether substitute courses 1) have been approved by the American Council on Education's College Recommendation Service, or a similar service, 2) are comparable to college-level courses and 3) may be used as transfer credits at participating colleges and universities. This acquisition is a full and open competition. The period of performance will be 12 months for the basic period, with 4 option periods of 12 months each. A fixed price task order type contract is anticipated. The date of issue for this RFP will be approximately June 12, 2000. Proposals will be due 30 days after issuance date of the RFP.
