SOLE SOURCE PROCUREMENT -- The Fleet & Industrial Supply Center Norfolk Detachment Washington intends to procure Navy retention training and counseling services from Ruehlin Associates of Coronado, CA. This requirement is for the Navy Personnel Command in Millington, TN. The contract will be awarded under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The sole source vendor holds proprietary data rights on the training materials and maintains a training staff consisting of retired Navy Captains and above. The proposed contract will be Firm-Fixed-Price with performance beginning in June 2000. The contract will consist of a base year and (2) two one-year options and will include the option provision cited at FAR 52.217-8.
