This project is for the construction of new facilities for the Pennsylvania Air National Guard at Johnstown-Cambria County Airport, Johnstown, PA. The scope of the work includes full responsibility for complete construction services to include any subcontracts and construction quality control. The Government inspector's function is to ensure compliance with the specifications and to verify the required level of construction quality is achieved in the finished product. The scope generally includes a primary facility, and site improvements on two tactical training sites. The primary facility is a 20,350 square foot Composite Support Facility including administrative areas, electronics maintenance shops, generator maintenance shops, and warehouse storage space. The construction is generally concrete foundations, masonry cavity walls, concrete floor slabs, steel supporting structures, roofed partly with single ply EPDM and partly with standing seam metal roof. Site improvements generally include clearing, grading, utility work, and concrete and asphalt paving. The tactical training sites are a Mobile Radar Site and Mobile Tower Site. These site improvements generally consist of paved access roads, large concrete equipment pads, site utilities, and a 675 square foot building for utility terminations, latrine facilities, and a break room area. Work on the tactical training areas is inside the airport air operations area and site access and work schedules will be coordinated with the Airport Authority and Air Traffic Control Tower. Compliance with Federal Aviation Administration guidelines to properly mark equipment in this area is required. The project generally includes construction of utilities between the sites to provide electrical, communications, water and force main sanitary sewer. The utility construction includes boring under a state highway and several runways and taxiways in addition to a several thousand feet of open trenching. The Pennsylvania Air National Guard has no existing utilities on these sites and it will be the Contractor's responsibility to make all arrangements for utilities to be used during the construction with the utility provider. Estimated project range is between $1,000,000 and $5,000,000. Solicitations will be available o/a 19 June 2000. This acquisition is issued persuant to the "Business Opportunity Development Reform Act of 1988" and subsequant award will be considered UNRESRICTED therefore all responsible concerns may request this solicitation and submit a bid.
