is seeking a highly = qualified and professional Exhibit Construction
Manager (ECM) to manage, = fabricate, construct and install a 34,000
square foot permanent exhibition for the = new National Constitution
Center building (Center) on Independence Mall in Independence National
Historical Park in Philadelphia, PA (the = Exhibit). The National
Constitution Center will occupy the entirety of Block 3 of Independence
Mall. The site (Block 3) is bounded by Arch, Race, Fifth, = and Sixth
Streets. The Exhibit will involve comprehensive construction of = the
all the exhibits for the Center as well as assumption/coordination of
existing contracts with the Audio Visual Hardware Systems and Services
Contractor (AVHSC) and Audio Visual Software Services Contractor =
(AVSSC). The ECM will also be responsible for coordination and
cooperative management with the Center's General Construction
Contractor (GCC) and = the related subcontractors. The Center's program
provides for construction = of approximately 140,000 gross square feet,
with an approximate budget of = $50 to $60 million. The ECM will
construct ? within shell space provided = by the GCC ? the Exhibits and
related finishes and fixtures for a state-of-the-art public museum
devoted to the US Constitution, = including related mechanical,
electrical, data and 'back of house' exhibit = support areas aspects.
The project is located on federal property; and the = NCC, a private
non-profit corporation, is a recipient of federal funds. All
construction labor rates shall meet the prevailing wage requirements
otherwise applicable to federal projects. The center will break ground
= in the fall of 2000 with completion scheduled for autumn/early
winter = 2002. The budget for the work covered by this solicitation is
between $10 = million and $15 million including assumption of the
AVHSC and AVSSC contracts. = Pei Cobb Freed & Partners Architects LLP
are designing this high profile monumental public facility and the
Exhibit Designer is Ralph Appelbaum = and Associates, Inc. --
SOLICITATION: Qualification statements are sought through this
Solicitation from all interested entities. All = submissions received
will be evaluated by a Selection Panel including = representatives of
the NCC and the National Park Service, which will review those
submissions to develop a short list of companies having the most
appropriate qualifications. These short listed firms will be invited =
to submit a detailed proposal based on additional information. Initial
= Award will be made for Design Phase Services with an Option for
Construction Phase Services of the comprehensive ECM contract on the
basis of best value, including both technical and price factors as
outlined = below. -- SCOPE OF WORK: The ECM's services will be provided
in two phases, Design and Construction. Principal services during the
Design Phase will include = but not be limited to coordination of the
AVHSC and AVSSC efforts and = review of their payment requests,
providing advice to the design team regarding = the cost and
advisability of using specific materials, equipment, devices,
manufacturers, etc. The ECM will also attend meeting as required, =
review design documents as they are developed and address the
constructibility = of the designs. The ECM firm will also supply the
following services in addition to the services generally required to
manage and construct a project of this scope and scale: 1. Assist the
exhibition designers by providing custom samples of materials, graphic
techniques, construction joinery, etc., as required to enable the
design to be clearly = communicated to the Client; 2. Assist the
exhibition designers by providing input = with regard to value
engineering strategies that reduce costs without having = a detrimental
effect on the aesthetic or functional intent of the design; = 3.
Provide, maintain and update, on a regular basis, detailed =
construction schedules and budgets for the project. When construction
documents for = the Exhibit are approximately 60% complete, the ECM
will prepare a detailed proposal and with the NCC will negotiate and
agree on a GMP for Exhibit Construction. The GMP will establish the
detailed scope of the Exhibit Construction, the level of quality, a
maximum price for all Exhibit Construction and a fixed fee for the
ECM's overhead and profit. All = actual costs above the GMP will be the
responsibility of the ECM. The = difference between the GMP and actual
costs below the GMP will be retained by the = NCC except that the
ECM's fixed fee shall not be reduced. During the Construction Phase,
the ECM will be responsible for completely = fabricating, constructing
and installing the entire Exhibit and ensuring that it is fully
operational as intended within the established schedule. The NCC will
reimburse the ECM monthly for the actual Cost of the Work = completed
and a prorated portion of the Fixed Fee. All subcontracts shall be
competitively procured. All Project cost information shall be openly
provided to the NCC and will be subject to detailed audit. Significant
exhibition environments that are to be constructed include, but are
not limited to: 1. Orientation Gallery: A. 4 Seating alcoves, B. 200 =
foot long mural with exhibitry, C. Title graphic wall, D. 2 large =
quotations. 2. Orientation Theater: A. 360 degree projection screen, B.
5 = individual projection screens, C. Modify 344 seats, D. 30 Projector
mounts, E. = 200 foot long bench. 3. Main Exhibit Gallery: A. 440 foot
long = Constitution exhibit including micro-climate controled display
cases for artifacts = and large scale graphics, with integral
audio-visual, B. Approximately 10 Icons: large scale interactive
exhibits for multiple users, C. Exhibit area centering on current
Constitutional issues. 4. "Do Ordain This Constitution?" Room: A. 39
Full-size cast white historic figures in animated poses B. Custom
furniture related to theming the area, same finish as figures C.
Display case for copy of the Constitution D. Miscellaneous
environmental graphics. 5. Signing Experience: A. 12 Electronic signing
stations with associated graphics. 6.Learning = Stations: A. 16
stations which include bench seating for approximately 4 visitors = and
shoulder height partitions. 7. General: Finish floor surfaces =
(terrazzo, carpet or wood) for all exhibition spaces except for Items
#4, 5 and 6 above. -- SERVICES REQUIRED: The ECM Design Phase will
begin immediately after completion of this Solicitation process
(approximately August 1, 2000). Base building construction will begin
in the fall of 2000 after = the completion of bulk excavation, which is
currently in process. The ECM Design Phase services will continue until
completion of the 60% Exhibit Documents and negotiation of the GMP in
late 2000 or early 2001. Off = site fabrication will begin as
meaningful and appropriate immediately = following the GMP agreement.
The Center is expected to be available for on-site Exhibit installation
beginning in late first quarter 2002. The ECM = will provide all
services as required to completely construct the Exhibit as necessary
and as indicated in Construction Documents as negotiated and agreed.
Such services shall include full time staff drawn from the = ECM's own
forces including a Project Manager and other staff as the offeror =
shall propose. A formal Safety Program will be required. The project
has WBE/MBE/SDBE goals as indicated. The NCC will require the ECM to =
perform a certain portion of the Work with their own forces. The NCC
will manage = the project using "Expedition" project management
software and the project = has been designed using AutoCAD 14. ECM will
be required to utilize and = submit project data using these same
systems throughout the Project. = Coordination will be required with
other contractors including but not limited to = the General
Construction Contractor, NCC furnishings vendor(s), NCC
telecommunications vendor(s), museum store concessionaire, and others.
= In addition, construction of related facilities and Exhibits by
others on Blocks 1 and 2 of Independence Mall are likely to occur at
the same = time as this project. -- PROCUREMENT PROCESS: This
procurement is unrestricted; consideration for the contract will be
nationwide. The selection will = be through a source selection process
designed to fairly identify the = offer considered the best value.
This Best Value source selection will be conducted in two phases. Phase
I evaluations, which are the subject of this Solicitation, will assess
whether an offeror possesses the = expertise and capability required
to successfully perform the contract = requirements based on
experience/past performance on similar projects, = recommendations of
current/former clients and capabilities of the firm/team. Phase II = of
the source selection process will be conducted only with the most =
highly rated offerors considered after the Phase I evaluations to be
within = the competitive range. Final selection will be based on Phase
I evaluation factors and on technical, price and such other factors as
will be identified in the Phase II solicitation. Phase I submissions
will be evaluated based on the following six Criteria: 1. Experience:
= Offerors must have constructed at least three projects of equal size
and = complexity within the past ten years 2. Past Performance on
projects of similar = size and scope including ability to adhere to
schedule/budget, client satisfaction and claims history. 3.
Recommendations (written and oral) from current and/or former clients.
4. Capacity of Firm, concurrent = work load and certification of
bonding capacity. 5. Professional = Qualifications demonstrating a
proven track record and prior experience in: A. Metal construction
techniques ("in-house" preferable), B. Glass construction techniques,
C. Incorporating complex integrated AV systems, D. Coordinating with
Base Building General Contractors to ensure a = seamless and
uninterrupted design, construction and installation process for the
exhibition, E. Coordinating with Audio-Visual Hardware and Software
Contractors to ensure a seamless integration of audio-visual components
into the exhibition experience, F. Scheduling complex projects of =
similar scale, G. Working within not-to-exceed budgets. 6. Familiarity
with = the local fabrication environment, current market conditions
and an understanding of local subcontractor and labor availability.
Phase I evaluations will assess whether an offeror possesses the
expertise and capability required to successfully perform the contract
requirements = and evaluate the offeror's potential for providing the
high level of professional excellence desired by the NCC. The Phase I
evaluation criteria are considered equal in importance except that
Criterion 1, Experience is considered a minimum requirement. --
SUBMISSION: Firms = having the capabilities to perform the services
described in this announcement = are invited to respond by submitting
information that addresses the = criteria outlined above. The submitted
information shall include, but should = not be limited to the
following: 1. A description of your firm and its capabilities, project
profiles, firm history, number of employees, = resumes of proposed key
individuals including the producer, researcher, and = sound and editing
staff, proposed organization chart, etc. 2. A direct and, = as
appropriate, Project specific response to the six Evaluation Criteria
listed above including names and locations of the projects, projected
= or actual dates of completion, and projected or actual costs
(including = fees). The list of references should include up-to-date
contact names and telephone numbers. 3. Federal Forms SF254 & SF255. 4.
Written = narrative addressing general project understanding and
evaluation points. The = Phase I submission does NOT include any price
or fee proposal. The ECM will = be strongly encouraged to provide the
maximum practical opportunities to woman-owned, minority owned and
small business concerns owned and controlled by socially and
economically disadvantaged individuals to participate in the
performance of this contract. Offerors that = demonstrate a proactive
effort in obtaining the highest practical goals may receive = a more
favorable rating. Phase I submissions are to be based solely on = this
announcement. Responses to the Phase I Solicitation including an =
Original and five (5) copies are due no later than 4:00pm, June 22,
2000 at the office of the National Constitution Center, Attention,
Emily = Bittenbender, The Bourse, Suite 560, 111 S. Independence Mall
East, Philadelphia, Pa. 19106. -- PHASE II: Potential offerors are
notified that depending on = the quality of submissions, the NCC
expects that only between four (4) and = six (6) of the Phase I's
highest ranked offerors will be invited to = participate in Phase II.
Those firms invited to participate in Phase II will be provided a
solicitation package including more detailed information concerning the
Exhibit design well as specific submission requirements. The Phase II
submission will generally expand on information provided = in Phase I.
Additional information required from the offeror in Phase II = will
include the offeror's detailed project understanding and approach,
organizational concept, specific project team, management plan,
subcontracting plan, preliminary fabrication and installation schedule,
site operations plan, certifications of non-collusion, insurance, =
bonds, etc. In addition, it is likely that an interview with the
Project Selection Panel will be required of all Phase II offerors. A =
separately packaged pricing proposal will also be required as part of
the Phase 2 submission. The pricing proposal will include a fixed
price for all of = the ECM's Design Phase services and a fixed fee
amount for Construction = Phase overhead and profit based on an assumed
overall value of the GMP which = will be provided in the Phase II
materials. -- GENERAL: Notification of the = NCC's decision regarding
this Solicitation, including those to be invited to submit for Phase
