General Services Administration (GSA) is seeking comments on the draft
project delivery method for construction of the new U.S. Courthouse in
Seattle, WA. GSA_s goal is to build the best courthouse possible for
the funds available. Construction companies, Construction Management
firms, Architect and Engineering firms, and other individuals or groups
that have experience in major building projects are invited to provide
comments. This draft project delivery method is based on the Best
Value Source Selection (FAR Part 15) and will include Technical
Qualifications and Price Proposals. The price proposal will use the
Total Evaluated Bid Method that includes the Base Bid, Performance
Based Award Fee, Constructibility Based Award Fee, Allowances and
Option, Project Duration, Contractor/Subcontractor Mark-Up and Delay
rates, and the Contractor_s TI Rate. GSA may award without discussion
after receipt of the proposals. If not, then GSA will Short-List the
Offerors and conduct interviews/negotiations with them.
Constructibility Reviews will be performed by the Short-Listed
Offerors. After this they will provide a Final Proposal Revision
(Technical and/or Price or neither) to the Government. Finally, the GSA
Contracting Officer will award the Contract to the Offeror which
provides the Best Value to the Government. The project is for the
construction of a new 118 meter, 23 story, 57,080 square meter U.S.
Courthouse. The Courthouse will have a steel and concrete structure,
curtain wall skin of glass and architectural pre-cast concrete, two
basement levels with parking for approximately 115 vehicles, and
related site work. The building will house the U.S. District Court,
U.S. Bankruptcy Court, U.S. Probation, U.S. Pretrial, U.S. Trustee,
U.S. Attorneys Office, U.S. Marshals Service, Federal Public Defender,
and U.S. General Services Administration. The building will include 18
courtrooms and 22 Judge_s Chambers. The site is located in downtown
Seattle bounded by 7th & 8th Avenues and Stewart & Virginia Streets.
The design is being completed using Green Building Council guidelines
with a goal of achieving at least a LEED Silver rating. The draft
solicitation information and additional project information will be

30, 2000. A Pre-Solicitation Conference will be held at 10AM on June
15, 2000 in the South Auditorium (4th Floor) of the Jackson Federal
Building located at 915 Second Avenue, Seattle, WA to discuss the
Courthouse project, project delivery method, and any comments or
