The U.S. Department of Energy (DOE), Office of River Protection, is seeking Expressions of Interest from the private sector to design and construct a treatment and immobilization plant for the River Protection Project (RPP) at the Hanford Site near Richland, Washington. The RPP is a complex, large-scale and ongoing project to store, characterize, retrieve, treat, immobilize, and store/dispose the hazardous and highly-radioactive tank waste at the Hanford site. Treatment and immobilization services for the Hanford tank waste were previously planned to be acquired under the Tank Waste Remediation System (TWRS) Privatization contract. As part of the privatization approach for TWRS, DOE established a decision-making process and required specific deliverables to be submitted under the TWRS Privatization contract. DOE has made the decision to discontinue the privatization approach for TWRS after completing a careful review of the April 2000 deliverables submitted under the TWRS Privatization contract. DOE now plans to: 1) terminate the TWRS Privatization contract with BNFL, Inc., 2) continue the current design effort under an existing subcontract (a short bridging period through contract award and transition), and 3) conduct a new source selection and award a new contract for design and construction of the treatment and immobilization plant. The decision to continue the current design effort during the bridging period was made to place DOE in the best possible position to prevent an adverse cycle of workforce reduction and growth at the Hanford site, and provide all prospective offerors the maximum possible access to one possible design and technology solution that appears to satisfy environmental compliance, mission performance, and waste disposal requirements. However, DOE will not require the use of the current design and technology solution in the upcoming design and construction contract, and will require that each offeror to demonstrate a solution that will optimize environmental compliance, mission performance, and waste disposal requirements. DOE is committed to conduct a streamlined acquisition process that provides for full and open competition for this design and construction contract. DOE plans to initiate early discussions to improve the acquisition strategy for the new design and construct contract and enhance competition. To achieve these objectives, DOE has established two initial pre-solicitation meetings for this acquisition: The first event is a general discussion meeting between DOE, the private sector, and other parties interested in providing their input on this acquisition, currently scheduled for the week of June 5, 2000, in Richland, Washington. Interested parties desiring to express their views, opinions, or provide information at the general discussion meeting will be limited to fifteen minutes per person and organization. Meetings will be scheduled with all prospective offerors that provide a written Expression of Interest that indicates the firm's relevant experience and performance in: 1) planning, managing, and executing large-scale (e.g., larger than $500M) petrochemical, hazardous and nuclear waste management projects, 2) project design, procurement, construction, and commissioning; and 3) development and application of an integrated safety management system for protection of the worker, public, and environment.
