synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The Request for Quote (RFQ) number is
RFQ-954372, and is a 100% Small Business set-aside and is under the
procedures of the Federal Acquisition Regulation (FAR) Part 12 and 13
(test program). The Standard Industrial Classification (SIC) code is
2892 (NAICS number is 32592), the size standard is 750 employees. The
RFQ incorporates provisions and clauses that are in effect through
Federal Acquisition Circular 97-16. The Federal Bureau of Investigation
intends to award a firm-fixed price contract under RFQ-954372, "brand
name or equal" for the purchase of 15,000 each Practice Diversion
Device (Flashbang) Fuzes-MEI 403. The flashbang fuze requirements are
as follows: 1) Capable of mating with the Navy MK155 MOD O Diversionary
Charge Body or equivalent; 2) Delay time of 1.2 to 2.2 seconds; 3)
Output of .52 to 1.63 psi (165 to 175 db) when measured at 47 to 49
inches from the output end of the fuze; 4) The fuze shall contain a
non-fragmenting burst disc and not exhibit any shrapnel when
functioned; 5) The fuze shall function and meet the output requirements
after being subjected to 15 psi hydrostatic pressure for 60 minutes; 6)
The fuze shall be a bouchant type ignition. The force to extract the
pull ring shall be eight pounds minimum to 23 pounds maximum. Delivery
Schedule shall be 30 days after-receipt-of-order. FOB
Destination-Quantico, Virginia. If items called for by this RFQ have
been identified in the synopsis/solicitation by a "brand name or equal"
description, such identification is intended to be descriptive, not
restrictive, and to indicate the quality and characteristics of
products that will be satisfactory. Quotes offering "equal" products
(including products of the brand name manufacturer other than the one
described by the brand name) will be considered if such product(s) is
(are) clearly identified in the quote and is (are) determined by the
FBI to meet fully the salient characteristic requirements stated in the
above products. Unless the vendor(s) clearly indicates in their
quote(s) that they are offering an "equal" product, the quote shall be
considered as offering a brand name product referenced in this
synopsis/solicitation. If the offeror proposes to furnish an "equal"
product, the brand name of the product to be furnished shall be
provided in the quote. All quotes will be considered, if timely. Each
offeror shall submit a sample of the items he/she proposes, if
proposing an equal. The provision at FAR Clause 52.212-1, Instruction
to Offerors (Mar 2000), and addendum is incorporated. ADDENDUM to
52.212-1, modify (b) Submission to offers is to read as follows:
"Submit signed and dated offers to the attention of Ms. Theresa M.
Powell, Contracting Officer, FBI Academy, RFQ-954372, HRT Building,
Quantico, Virginia 22135. The contractor shall provide the names,
addresses, telephone and facsimile numbers of previous contractors (no
more than five), either Government or Commercial, within the past five
years, for the purpose of evaluating Past Performance." All quotes are
due by 2:00 PM, EDT, 6/8/2000. Incorporated by reference are the FAR
Clauses 52.212-4, Contract Terms and Conditions (May 1999), and
52.212-5, Contract Terms and Conditions Required to Implement Statutes
and Executive Orders (Feb 2000), Subsection (a) and (c). Clause
52.212-3, Offeror Representations and Certifications (Feb 2000) apply.
Each offer shall include a complete copy of 52.212-3 with their quote.
FAR Clause 52.212-2, Evaluation is incorporated by reference and
applies to this acquisition. ADDENDUM 52.212-2(a)-Award will be based
on best value to the government. The following factors shall be used to
evaluate offers: Technical, Past Performance, and Price. Technical and
Past Performance when combined are significantly less important than
cost or price. Technical will be based on offerors ability to meet the
FBI's requirements and delivery schedule listed above. Past
Performance will be based on telephonic performance evaluations
received from previous contacts provided in the quote. Any vendor not
having government or commercial experience will be rated as "Neutral."
Offerors must acquaint themselves with the new regulations concerning
Commercial Item acquisitions contained at FAR Subpart 12 and must
ensure that all Representations and Certifications (located on the
Internet) are executed and returned as required in this
