or952mb@or.blm.gov. This is a COMBINED SYNOPSIS SOLICITATION for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Solicitation HAQ001031 is issued as
a Request for Quotation (RFQ) and incorporates provisions and clauses
in effect through Federal Acquisition Circular 97-17. All responsible
sources may submit a quote which will be considered. See Numbered
Note(s): 1. SIC code 2951; size standard of 500 employees. This will be
a firm-fixed price contract for the Bureau of Land Management, Coos Bay
District, Coos County, Oregon. Sub item 1A will include the supply,
delivery and application of an estimated 442 tons of emulsified liquid
asphalt (asphalt, water and a emulsifying agent with stabilizer), with
conversions between weights and volumes for liquid emulsified asphalt
corrected to standard temperature of 15.6 degrees Centigrade (60
degrees Fahrenheit), at the following locations: (1) Weaver Road
#28-8-18.0, (2) Westside Road #28-9-25.1, Moon Creek Road #26-11-33,
and (3) North Rock Creek Road #30-10-3.0, all which lie north of State
Highway 42 between mileposts 37 and 64.2. A map of the specific
delivery areas is available from the Oregon State Office, BLM, by
telephoning 503-952-6359. In addition, the Contractor shall provide
under sub item 1B an hourly rate for the Distributor Truck Standby Time
and under sub item 1C the Tanker Truck Standby Time which are both
estimated at 10 hours each. Submit unit price for each sub item (A, B,
and C) with a total for each subitem and a total for all sub items.
Delivery time is 45 calendar days beginning July 15, 2000. Technical
Specification of Product: All products and workmanship shall conform to
the Standard Specifications for Construction of Roads and Bridges on
Federal Highway Projects (FP-92), Division 400. Emulsified liquid
asphalt (M140/M208), grade CRS-2 (cationic rapid setting) shall conform
to AASHTO M208, except that (1) viscosity(s), Saybolt Furol method at
50 degrees Centigrade (122 degrees Fahrenheit), shall be between 150 to
400; and (2) oil distillate by volume of emulsion shall be between 1.5
and 3 percent. Product shall be sampled in accordance with AASHTO T40
and be tested in accordance with AASHTO T 59. In applying the
emulsified asphalt, the Contractor shall (1) exercise appropriate
measures to protect existing improvements from over spray and splash;
(2) cooperate with the rock spreading operation of the BLM maintenance
crew to result in an efficient and well-coordinated operation; (3)
deliver product at the designated project sites within 30 minutes of
the scheduled delivery times; (4) furnish specific application rates,
widths and lengths as identified by the Contracting Officer's
Representative (COR) at each project site; (5) provide product with
temperature at time of transport and spray application between 60 and
85 degrees centigrade (140 to 185 degrees Fahrenheit) which is
supported by a Contractor-provided thermometer on site at all times;
(6) not discharge asphalt into borrow pits, gutters, or streams; (7)
limit truck speed to approximately 10-15 miles per hour or at a speed
necessary to prevent dislodging the chip rock; and (8) provide a
distributor that shall be capable of moving forward at the appropriate
speed prior to spraying product, and utilizing operation methods that
prevent exceeding the specified application rates at the junctions of
passes. The distributor, when not spraying, shall be parked so that
the product will not drip on the surface of the traveled way. The
Contractor shall begin work within 5 calendar from the effective date
of the Notice to Proceed and shall coordinate all deliveries with the
COR. The Contractor shall furnish with each shipment two copies of the
delivery ticket which contains the following information: Consignee;
project number; grade; net gallons; net weight; identification number
of truck, car, tank, etc; destination; date; loading temperature; and
specific gravity at 60 degrees Fahrenheit. The Contractor is
responsible for cleaning up all camp and work sites before leaving the
area with final payment being withheld until compliance. Contractor
shall restore at its expense public or private access roads damaged by
the Contractor. Contractor shall develop a modified Spill Prevention,
Control, and Countermeasure Plan (SPCC) Plan. The SPCC Plan, shall, as
a minimum, contain the following information and be reviewed and
accepted by the Contracting Officer prior to initiating project work:
(1) response priorities; (2) Contractor representative in charge; (3)
duties of Contractor personnel; (4) Contractor emergency response
procedures; (5) contents of spill containment kit (SCK) which must be
designed for use with petroleum products and must contain as a minimum
(a) two bales (100 pads/bale, of absorbent pads, minimum of
17"X19"x1/4"); (b) goggles, garbage bags, and PVC and latex gloves, and
one absorbent sweep (minimum of 8" x l00'); and a (6) spill response
diagram. An example of a modified SPCC may be obtained by telephoning
