notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC plans to purchase a temperature test
chamber per the following specifications: a) Temperature range: -40
degree c to +150 degree c minimum. b) Inside workspace dimensions: 30"w
x 30"d x 29"h minimum. c) Exterior dimensions: 68"w x 69"d x 88"h
maximum including any controls, motors, junction boxes, etc. d) Special
provisions: 1) For installation, must fit through doorway 79"h x
70.5"w; partial disassembly and reassembly is acceptable; 2) Laboratory
ceiling height is 88.5" at installed location. e) Refrigeration system:
air cooled condenser, "environmentally correct" refrigerant. f) Air
circulation system: 1) GN2 purging system with solenoid control and
0-10 cfm flow meter; 2) Programmer/controller with RS232 interface,
independent heat/cool (fuzzy logic) channels definable and/changeable
per channel; 3) Digital indication of set-point and temperature; 4)
Second temperature channel for external monitoring; 5) Programmable
logic control; 6) Compatible with Labview with optional software
drivers available. g) Built-in 3.5" 1.44mb floppy disk drive for data
logging, alarm logging, and program storage. h) Performance: 5
deg./min. (70 to -20, based on 25 lb. aluminum load). i) Full front
door opening, left hand hinged window in door: 12" x 12". j) Door
safety limit switch to disable heaters, cooling, and circulation fans.
k) Interior light, four 4" ports (2rh and 2lh sides). l) Two
adjustable stainless steel wire shelves rated for 300 lb. each. m)
Power input: 230v, 3ph, 60 hz (NEMA 15-50-250v-3ph plug); cable 15 ft.
minimum. n) Main power electrical disconnect switch. o) Two sets of
installation drawings. p) Two sets of operator maintenance manuals. q)
Delivery, installation, start-up, on-site calibration, and operator
training service required at NASA/GSFC in Greenbelt, MD. QUOTERS SHALL
ADDRESS EACH SPECIFICATION AND ATTACH ADEQUATE DOCUMENTATION SHEETS.
FAILURE TO COMPLY MAY RENDER YOUR BID VOID. The provisions and clauses
in the RFQ are those in effect through FAC 97-17. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to GSFC is required within 90 to 120
days ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Quotations for the items(s) described above are
due by 4:30 p.m. EDT on Thursday, June 15, 2000, and may be mailed or
faxed to Mary McKaig, NASA/GSFC, Code 215/Bldg. 11/Rm. S215A,
Greenbelt, MD 20771, FAX 301/286-1720, and shall include solicitation
number, FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

solicitation). FAR 52.212-4 is applicable. FAR 52.212-5 is applicable

Compliance with Veterans' Employment Reporting Requirements (Feb 1999)
for contracts $25K and over is applicable. By submission of its offer,
the offeror represents that, if it is subject to the reporting
requirments of 37 U.S.C. 4212(d) (i.e., the VETS-100 report required by
Federal Acquisition Regulation clause 52.222-37, Employment Reports on
Disabled Veterans and Veterans of the Vietnam Era), it has submitted
the most recent report required by 37 U.S.C. 4212(d). Questions
regarding this acquisition must be submitted in writing no later than
Thursday, June 8, 2000. Selection and award will be made to the lowest
priced, technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description insufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copies of the
provision at 52.212-3, Offeror Representations and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. An ombudsman has been appointed -- See
