HBCUs, lfusselllee@hcfa.gov. The Health Care Financing Administration
(HCFA) intends to award on a sole source basis, under the Simplified
Acquisitions Procedures a firm fixed price award to the Southern
University, 9727 West Coronado Drive, Baton Rouge, LA 70813. HCFA seeks
to engage the services of a contractor to develop an outreach campaign
for its Web Page that presents current information about the
capabilities of HBCUs to provide services and products that are
typically procured by HCFA. The materials to be developed for this
outreach campaign will include services and products available at each
HBCU in a reader-friendly format for the HCFA Web Page. In addition,
all of the materials, to be used in the focused outreach campaign, are
to be designed so that they address the needs and interests of HBCUs
in a visual presentation of text and graphics in standard language copy
and "html" format. The contractor is expected to (1) initiate project
meetings with the HCFA Project office for clarification of the project
requirements; (2) produce a timeline to establish activities and time
frames for outreach to the HBCUs; (3) develop content material for the
HBCU Capabilities Directory; (4) review of existing information to
determine the specific categories of services and products that are
typically procured by HCFA; (5) update, from an existing document the
specific capabilities that HBCUs have to providing services and
products to HCFA; (6) produce a directory, including content and
format, which cross-references the HBCU capabilities with HCFA's
purchase categories, identified from the above task; and (7) produce
biweekly progress reports to keep the HCFA Project Officer apprised of
project activities, including tasks completed, any variations on the
anticipated tasks and circumstances of the project, and planned project
activities. Southern University is a land grant, historically Black
institution providing a core of liberal arts courses, quality academic
programs, and support services to meet the diverse needs and abilities
of all qualified students. In addition, the University renders services
to the community through urban/rural programs and makes available
education, cultural, and developmental resources to enhance the quality
of life. The University's public service programs have assumed a
prominent posture through the State of Louisiana, nationally, and
internationally. The University's Center for Wellness, began in 1992,
has the primary focus of conducing research pertaining to health
related problems that affect African Americans and other disadvantaged
populations. The University participates in collaborative efforts with
HCFA through the Data Users Conferences, the Children's Health
Insurance Conference for HBCUs, as a contractor in the 1997-98 Horizons
Flu Project, as a grantee in and panel reviewer for the HBCU Health
services Research Grant Program; and as an "after hours" and Saturday
eligibility intake office for LaCHIP, the State Children's Health
Insurance Program in Louisina. The University's Center for Wellness
Director serves as the President of the HBCU Health Services Research
Network, a forum for HBCU researchers to address health related issues
in African-American communities. HCFA and Southern University have
established a partnership which affords HCFA the ability to achieve the
objectives of its strategic plan by taking HCFA's programs out to the
"hard to reach" beneficiary populations of the Medicare and Medicaid
programs. The University is recognized in the State as the leader of
digital communication by web site infrastructure for its four campuses
and its ability to link with other colleges and universities,
including other HBCUs. Past performance with the Federal Government is
a critical element of this acquisition. All responsible sources may
