The Internal Revenue Service intends to issue a purchase order on a
sole-source basis through AT&T Corporation for the Network Call Attempt
Monitor (NETCAM). This is a network management service provided by AT&T
which provides real time data about all call attempts being made on our
toll-free networks. Three networks currently utilizing (NETCAM) are:
Service, Notices and Refund Inquiry. These three networks handle over
100 million calls from taxpayers and their representatives a year. In
addition to these networks, we require the same service for Automated
Collection System. All responsible sources who can provide the above
requirement shall submit a breakout of their Usage Charge in a written
quotations by the date specified (6/2/2000). All quotes shall include
prices, FOB point, a point of contact (name and telephone numbers),
GSA Contract Number, if applicable, delivery date, business size and
payment terms. No solicitation will be issued, therefore such requests
for solicitations will be considered non-responsive. All questions
