D -- COMMERCIAL REPLACEMENT FOR GOVERNMENT-DEVELOPED JOINT MAPPING TOOLKIT (JMTK) POC Major Michael S. The following constitutes a market survey of industry to determine interest and capabilities of potential sources. Information obtained from this synopsis is for planning purposes only. This synopsis does not constitute a Request for Proposals, nor is it to be construed as a commitment by the Government to acquire the services or products cited herein for which information may be submitted. The National Imagery and Mapping Agency (NIMA), serving as the Executive Agent for the Imagery and Geospatial Community (IGC), is seeking a commercial replacement for the government developed Joint Mapping Toolkit, a common support application on the Defense Information Infrastructure / Common Operating Environment (DII/COE). A successful commercial replacement for JMTK must satisfy the following criteria: a. Meets, to the maximum extent possible, the current requirements of the JMTK system requirements specification and offers increased capability over the existing JMTK, such as 3 dimensional visualization. (SeeJMTK System Requirements Specification referenced below). b. Is DII/COE compliant. A full description of criteria for DII/COE compliance can be found in DISA's Commercial Mapping Certification Program, Pilot Program Draft, Version 0.2, 31 December 1998. The Pilot Program Draft also describes the steps in the process, which include the establishment of the compliance program by DISA, availability of documentation to vendors, self testing by vendors, requests for validation and government validation testing (see references below). c. Supports a common set of Geospatial products and standards. Imports, manipulates and displays NIMA standard products and information required for DII/COE users (see System Requirements Specification referenced below). d. Employs DoD standard algorithms (such as those for datum transformations, coordinate conversions and the NATO Reference Mobility Model). e. Employs standard symbology (such as MIL STD 2525 and evolving NIMA symbology standards). f. Is Y2K compliant. g. Operates on the supported DII/COE platforms (see DII/COE Integration and Run Time Specification referenced below). h. Is accessible by DII/COE mission applications through a public toolkit interface that supports the current public JMTK interfaces (see Application Programmer Interface references below). i. Minimizes migration costs to current users. j. Has an operating infrastructure sufficient to support the large DII/COE customer base. 2. NIMA intends to pursue a commercial replacement for the JMTK through a two-phased approach. Phase One will include: a. The engineering to achieve DII/COE compliance, and to add and/or tailor existing capability to satisfy functional requirements. All engineering accomplished during this phase must be incorporated into the commercial product base. DII/COE compliance should be targeted for completion by October 2001. b. Development of a "translation layer" to support the legacy Application Programmer Interface. This translation layer is targeted for completion and delivery as a DII/COE component with Version 5.0 (currently scheduled for delivery to DII/COE Mission Application developers in October 2001). c. Special studies and customer surveys to assess configuration requirements, system or user specific requirements, etc. d. Prototyping to establish reference implementations, verify satisfaction of functional requirements, certification testing, translation layer testing, migration assessment (to establish technical approaches to migration and to estimate migration costs). 3. Under Phase Two, NIMA will seek an Enterprise License Agreement or Blanket Purchase Agreement, as appropriate, for license subscription and life cycle support (i.e. annual maintenance, technical support, training, etc.) for geospatial tools serving the IGC community. a. An enterprise license for a commercial replacement for the JMTK (hereafter referred to as Commercial JMTK (C/JMTK)) should include unlimited rights for distribution of C/JMTK as a common support application within the DII/COE. The estimated number of potential users is between 100,000 and 500,000. C/JMTK is targeted for initial delivery as a DII/COE component with Version 5.0 (currently scheduled for delivery to DII/COE Mission Application developers in October 2001). b. An enterprise license for application level technology (as opposed to the toolkit-only use in C/JMTK) should include access to both stand-alone applications and web-based applications. This technology would typically be used by IGC customers who are not covered under item 3.a. above but are required to interoperate with DII/COE Mission Applications. The estimated number of users for this license is still being developed. 4. Anticipated contract length for Phase One (developmental) is one year with the potential for renewable option years. 5. Anticipated contract length for Phase Two, enterprise licenses is 5 years. Anticipated contract length for life cycle support is one year with the potential for renewable option years. 6. Prospective sources that have the ability to satisfy the requirements of this potential procurement are requested to submit a statement of pertinent capabilities and experience. The information submitted should not exceed 10 pages exclusive of product brochures. 7. Interested parties are encouraged to review available documents on JMTK from the Web sources cited below. 8.
