The General Services Administration, Federal Technology Service, Federal Systems Integration and Management Center (FEDSIM) of the Office of Information Technology Integration (ITI), and its client, the United States Air Force, intend to procure on a Sole Source basis from Cambridge Research Associates, Inc. (CRA), 1430 Spring Hill Road, Suite 200, McLean, VA 22102, Telephone: (703) 790-0505 the following services: Contractor will provide necessary labor and incidental materials to provide increased functionality, system modifications and rapid updates to PowerScene(R) data bases using a variety of image sources. The resultant Statement of Work (SOW) shall define the actions necessary for CRA to develop such functionality, new imagery merging techniques and the support required for the fielding of such capabilities for the U.S. Air Force. BACKGROUND: CRA developed and has deployed PowerScene and PowerScene equipped systems for DOD worldwide. PowerScene is a portable software architecture which accepts raw digital image data from a variety of sources (e.g. satellites, aerial photography, radar, etc.) and presents that imagery in a manner that greatly enhances mission planning, aircrew training, intelligence analysis and battlespace visualization. PowerScene takes a vertical "bird's-eye" view of the earth's surface and translates that view into a horizontal, three dimensional perspective, enabling a flight experience which is astoundingly true to life. PowerScene has been deployed to Aviano Air Base in Italy and is used as the mission planning/mission rehearsal system by every aircrew tasked to fly into Bosnia and Kosovo. The system is resident at numerous locations, including the National Military Joint Intelligence Center, where it provides daily support to the Secretary of Defense, Chairman of the Joint Chiefs of Staff and Theater Commanders. In addition, the PowerScene system has been deployed to Turkey as part of the joint Northern Watch. PowerScene has recently been re-engineered to be a fully cross-platform image rendering system capable of directly ingesting imagery from all known imagery sources. PowerScene is being integrated with the Defense Department_s Portable Flight Planning System (PFPS). Once full integration is achieved, PowerScene/PFPS will be fielded to the current 9000+ PFPS users with the potential of being employed by nearly 20,000 PFPS users in the future. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Cambridge is the only source for PowerScene(R) three dimensional visualization software and is assigned Total System Performance Responsibility (TSPR) by the Air Force for deployed PowerScene(R) systems. No other company can provide the PowerScene product or any facsimile or comparable functionality that will support the Air Force_s requirement. No other company has been granted or assigned license to Cambridge_s proprietary PowerScene(R) software. Accordingly, no other company can provide the functionality for PowerScene(R) systems that the Air Force requires. It has therefore been determined that CRA should be awarded a negotiated contract on a sole source basis.
