The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to acquire on a sole source basis with the College of American Pathologist and will provide the professional expertise required for inspection and accreditation purposes of laboratories in the US Air Force Medical Centers, Regional and Base Hospitals, and eligible clinics located within and outside CONUS. The College of American Pathologist will conduct surveys and provide accreditation services for all Airforce class A, B, C and D laboratories to insure that said labs are operating within JCHAO standards, and the DOD Clinical Laboratories Improvement Program as mandated by the Department of Health and Human Services and public law 100-578. The College of American Pathologist are the only know source capable of satisfying subject requirement. This procurement will be conducted has a commercial items acquisition using FAR sub-part 13.5 entitled "Test Program for certain Commercial items. The period of performance for this acquisition effort will consist of a 12 month POP with 3 one year option periods. Award of a firm fixed price purchase order is the expected result of this acquisition effort. The SIC code for this requirement is 8099. CBD Note 22 applies to this requirement.
