COMMERCE BUSINESS DAILY ISSUE OF MAY 30,2000 PSA#2610REQUEST FOR INFORMATION FOR OPM'S TRAINING AND MANAGEMENT ASSISTANCE
SERVICES Background The U.S. Office of Personnel Management's Training
and Management Assistance (TMA) program provides services to Federal
agencies using support service contracts. These contract services allow
government agencies to access qualified contractors that develop
learning products (e.g., Web-based training, computer-based training,
interactive video teletraining, knowledge management and performance
support systems, instructor-led materials, etc.) and other human
resource management solutions. The TMA contract is re-competed every
five years and currently is due to expire September 2001. The TMA
program is in the process of developing the Request for Proposals (RFP)
for the 2001-2006 program years. TMA seeks information from private
companies regarding current trends in training and human resources
management that can be incorporated in the Scope of Work of the RFP.
Interested vendors should address the questions listed below and submit

responses to three-typed pages, using 8 " x 11" paper and a font size
of 12. The deadline for responses is June 13, 2000. You may submit
company background and capabilities information with your responses.
Based on the responses received, OPM may ask interested companies to
participate in a focus group to further explore the development of the
Scope of Work. This Request for Information is for information and
planning purposes only, does not constitute a solicitation, and shall
not be construed as a continuing commitment by the Government.
Questions: 1. What training and other human resources management (HRM)
services are you currently performing for government agencies? What
conditions or impacts are causing the need for these services in
government? 2. What are the emerging areas for contract-related
services in the training and HRM field? 3. What constraints to
acquiring training and HRM services could be alleviated while
maintaining a competitive environment? 4. TMA determines the number of
contracts it will award by the projected volume of work. TMA is
considering the creation of a waiting list so firms that were not
initially awarded a contract could be added during the contract period
if the projected volume increased or a firm was not renewed for an
