E-MAIL: mooremc@pwcsd.navy.mil, mooremc@pwcsd.navy.mil. *** DESCRIPTION OF WORK *** The intention of this Request for Proposal is to obtain Custodial Services for the Various Naval Activities in San Diego County, California by means of a combination firm-fixed-price and indefinite quantity contract. The Contractor shall provide quality control, management, technical expertise, labor, materials, supplies, equipment, and supervision necessary to perform custodial services as described herein. The work shall be located at: Naval Station, San Diego, Naval Submarine Base, Fleet industrial Supply Center, Naval Facilities Engineering Command (South West Division), and Admiral Baker Field, San Diego, California. The procurement will be conducted utilizing source selection procedures. Award will be based on best value to the Government considering the price and non-priced evaluation factors stated in the solicitation. Factors may include: Experience/Past performance; Management/Administration; Quality Control Procedure; Management Plan for Contract Administration;On Site Staff and Organization Structure; Price. A Site Visit and a Pre-Proposal Conference will be scheduled at a later date. Key subcontractors are encouraged to attend. Only one Site Visit will be offered. This is not a public bid opening. The estimated cost is more than $14,000,000. A combination Firm-Fixed Price/IQ Contract is anticipated and will include a base year and four option years. The Standard Industrial code is 7349 and the annual size is $12 million. This RFP is a Competitive Small Business Set-Aside Procurement. Proposals will be considered from all responsible sources. In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil/.
