through Simplified Acquisition procedures, a competitive Request for
Quote (RFQ) to acquire un-armed security guard services for new
requirements for Region VIII of the United States Environmental
Protection Agency (EPA) with the Libby Asbestos Emergency Response
Project. The Libby Asbestos Emergency Response Project is in the town
of Libby, Lincoln County, Montana. As part of the project the Volpe
Center will maintain a field office (i.e., 3 trailers and associated
equipment), a staging area, and other construction specific areas on a
work day basis (i.e, 6 days/week, 10 hours/day). The site areas are up
to 12 miles apart and a vehicle will be required for the conduct of
rounds. The requirement is for un-armed security guard services for
field office, staging area, and construction areas during all
non-working hours for the scheduled duration of the project. The vendor
shall provide all the necessary equipment, material and labor to
perform the following tasks: conduct daily in-brief and out-brief with
Government and contractor representatives and prepare daily in-brief
and out-brief logs, file daily in and out briefs logs in the Government
file cabinet; conduct rounds (every two hours of shift) of Government
field office trailers and equipment, staging area, and constructions
area(s) and document logs; notify Government and/or contractor
personnel of emergency situations; notify appropriate emergency
personnel of emergency situations. Small Business firms classified
under SIC Code 7381 that are interested in proposing on this requi
rement must register in accordance with instructions cited below. RFQ
issuance will be on or about June 9, 2000. No telephone requests will
be accepted. The solicitation and any document related to this
procurement will be available on the Internet; these documents will be
available in text format and reside on a WWW server, which may be

receive electronic notification of the solicitation's posting and

Contractors are warned that when they register to receive
solicitations, amendments and other notices, the responsibility for
providing the Governm ent with an accurate and complete e-mail address
lies with the contractor. The Government will make no additional
efforts to deliver information when the system indicates that
transmissions cannot be delivered to the e-mail address provided. NO

Enterprises: The Department of Transportation (DOT), Short Terms
Lending Program (STLP) offers working capital financing in the form of
lines of credit to finance accounts receivable for transportation
related contracts. Maximum line of credit is $500,000. In addition, a
short-term loan program is available to provide working capital at the
