acquire, on a full and open competition basis, a Tactical Ballistic
Missile Training Target (TBMTT) to replicate the Tactical Ballistic
Missile (TBM) threat. The target will be used primarily for live-fire
training of tactical PATRIOT units. The basic effort under this
contract will be for information about, and a demonstration of the
contractor's TBMTT. There will be separate options for TBMTT missile
assemblies; TBMTT flight services; TBMTT Ground Support Equipment
required to transport, store, set-up, launch and maintain the TBMTT;
TBMTT initial spares; TBMTT repair parts; training for Government, or
third party, operations and maintenance personnel; TBMTT associated
manuals and checklists for operations and maintenance; and Engineering
Services to address extension of the TBMTT performance for mission
requirements growth. This acquisition will be a firm-fixed price and
cost-plus-fixed-fee type contract, awarded for a period of 5 years.
This acquisition will be awarded "paperless" to the greatest extent
practical. The RFP will be available, no earlier than 19 June 2000, on

instructions to obtain access to the solicitation. Full performance on
this solicitation may require access to information not releasable to
foreign entities, in which case participation on the prime level would

U.S. facility clearance, and U.S. citizens employed thereby. All
