on or about May 22, 2000. This amendment is issued to furnish questions
and answers concerning this synopsis/solicitation: QUESTIONS AND
ANSWERS:1. How many colors will be on the sticker? Answer: The sticker
is an optical variable effect -- color shift from green to orange with
ultraviolet security features. 2. Is there a bar code on the sticker?
Answer: No there is not a bar code on the sticker. 3. What is the
blackened area in the middle third of the sticker? Answer: The
blackened area represents where the ultraviolet security features are
printed. 4. Is there a form or format for the appropriate submission of
proposals? Answer: No, there is no specific format. 5. Please explain
the notation $&11mdash. Answer: This must be a transmission error.
Please identify the paragraph for further evaluation by INS. 6. What is
the difference between unit price and extended price? Answer:A unit
price is the price for one sticker. An extended price is the number of
units times the unit price. 7. What information must be included in
the technical and past performance section? Answer: The contractor must
provide enough information regarding their capabilities for the
technical team to evaluate the quality of the product, security and
internal control of the holograms and sticker material and timeliness
of performance and commitment to customer satisfaction. Past
performance should be submitted in compliance with (viii) as stated in
the solicitation. 8. How will "quality of product, security and
internal control of holograms and sticker material, timeliness of
performance and commitment to customer satisfaction " be identified for
the purpose of technical scoring(i.e. based on what criteria will they
be scored?) Answer: The technical evaluation will be based on best
value, with technical and past performance combined being more
important than price. The evaluation rating method is not being
disclosed. 9. What is FAR 52.212-3 "Offeror, Representations and
Certifications -- Commercial Items?" and where can it be obtained?
Answer: FAR 52.212.-3 can be found via the internet at
http://www.arnet.gov/far/. Copies can be provided upon written request.
10. Is item 0001 Base Year, pre-production stickers to be produced as
a sample sticker? Answer: Yes, item 0001 of 200 stickers are
pre-production sample for INS acceptance prior to full production. 11.
Should items 0001 Base year, 0002AA Serialized Stickers, and 0002AB
Serialized Stickers all be considered for quoting purposes, to be the
same and meet the criteria listed in section vi, letters B.1 and B.2?
Answer: Yes, the only difference is the years that will be imprinted on
the sticker. Item 0002AA will have years 2000 and 2001 printed and Item
0002AB will have years 2002 and 2003 printed on them. All items will
meet the criteria listed in section (vi), letters B.1 and B.2. All
terms and conditions of COW-0-R-0033 remain unchanged and in full force
