D -- DEVELOPMENT OF NEW INFORMATION MANAGEMENT SYSTEM SOL S-LC00047 POC Napoleon Jasper, Contracting Officer, (202) 707-0412 The Library of Congress has a requirement for the acquisition of a new state-of-the-art integrated management information system. The Library's Cataloging Distribution Service (CDS) requires assistance to purchase and implement a customer information management system that will replace the existing business system (CIMS) with commercial-off-the-shelf software (COTS) requiring little or no customization for effective use. The new integrated management system must be compatible with standard industry database architecture, must be flexible in accomodating future enhancements and capabilities, must be easily migrated to upgraded hardware, and must allow for future software releases. CDS's new system will process customer orders, maintain accounting functions associated with processing orders, track revenue and costs, manage inventory, facilitate customer communications, and provide information for management analysis. This requirement will allow CDS to acquire contractor assistance for accomplishing: (1) a thorough analysis of CDS current system (CIMS) and business practices for the purpose of developing a detailed requirements document for a new system; (2) a detailed "best fit" document that recommends the most appropriate commercial-off-the-shelf (COTS) financial management systems including a comparative cost-benefit analysis for each system and implementation option, and (3) assistance to CDS in the implementation of the chosen system including system configuration, data conversion, staff training, and a long-term maintenance plan.
