solicitation document will not be issued. Request for Quotation (RFQ)
Number MS-BSAF-0449 is prepared in accordance with the format under
Federal Acquisition Regulation (FAR) Part 12, Acquisition for
Commercial Items, Subpart 12.6, and Part 13, Simplified Acquisition
Procedures, and as supplemented with additional information included in
this notice. This solicitation document and incorporated provisions and
clauses are those in effect through FAR Circular 97-17. This is a small
business set-aside. The Standard Industrial Code (SIC) is 8111 and the
small business size standard is $5.0 million. Delivery is FOB
Destination to the United States Marshals Service (USMS) Asset
Forfeiture Office, 600 Army Navy Drive, Arlington, VA 22202-4210. It is
the intent of the USMS to award a purchase order for a base year plus
one option year. This requirement is for title services concerning
federal asset forfeiture issues. The contractor must have
performedfederal asset forfeiture work and have knowledge of federal
asset forfeiture laws and regulations. In addition the contractor must
demonstrate knowledge and experience in working through title issues
related to federal asset forfeiture. Offerors are required to submit an
hourly rate for each year. ** The following is a description of
services to be provided on an as needed basis during both years:
Provide technical expertise in the area of title on a case-by case
basis to include: a)Resolution of complex title issues;
b)Interpretation of title issues; c)Analyze title reports; d)Recommend
solutions for curing title issues; e)Curative work of title issues.
**BASE YEAR: Line Item 0001: The estimated quantity is 200 hours. The
total price quote for this line item is the hourly rate times 200.
**OPTION YEAR ONE, Line Item 0002: The estimated quantity is 200 hours.
The total price quote for this line item is the hourly rate times 200
hours. ** Quantities are estimates for evaluation purposes only and
will vary according to the operational requirements of the USMS. Award
will be made by determining which quote, conforming to the
solicitation, is judged to be in the best interests of the government
and presents the best value in terms of price, technical and past
performance. Considering technical and past performance more important
than price, the government reserves the right to award to other than
the quote with the lowest prices. Quotes that do not meet the
government's requirements or conditions, or take exception to
government requirements, terms or conditions will not be considered.
The following provisions and clauses shall apply to this solicitation
and are hereby incorporated by reference: FAR 52.212-1, Instructions to
