Weapons Division, China Lake, intends to award an Indefinite-Delivery,
Indefinite-Quantity (IDIQ) contract for Solid State Quartz Rate
Sensors to support the telemetry systems for the Sidewinder Missile
Project training rounds. The rate sensors must meet the required form,
fit, and function requirements of Drawing 639AS9453 (Source Control
Drawing for Rate Sensor, Quartz) for a preexisting missile telemetry
fabrication package. The Rate Sensors measure, in degrees, the roll
rate of the missile under test, and will be physically placed in the
telemetry section, which replaces the warhead section of the Sidewinder
Missile that will be destroyed during testing. The required dimensions
of the missile design for rate sensors are 1.625 inches maximum
diameter and 0.640 inch maximum thickness. The following additional
characteristics are provided: Electrical -- Input Voltage: + or -5
VDC,+ or -5%; Input Power: <0.8 watts; Full Scale Output: + or -2.5
VDC. Performance -- Range: + or -500 degrees/s; Bandwidth: >80 Hz.
Environmental -- Operating Temperature: -40 to +70 degrees C; Storage
Temperature -55 to +110 degrees C. This procurement will be awarded as
a commercial item in accordance with FAR Part 13.5 procedures. To
qualify product under Drawing 639AS9453, a vendor's product must
undergo first article qualification at their own expense. The
Government reserves the right to waive first article for rate sensors
that have previously been delivered by the offeror and accepted by the
Government within the last 1 year. A minimum of 100 units each will be
ordered at contract award and a maximum of 500 units each may be
ordered over the 5-year term of the contract (1 basic year with four
1-year options). Delivery will be FOB destination to NAWCWPNS, China
Lake, beginning 90 days after the effective date of the delivery order
at a delivery rate of 20 units per month. This procurement will be
awarded on a sole source basis to Systron Donner Corp, Concord, CA,
because their rate sensor meets the required form, fit, and function
specified in the preexisting missile telemetry fabrication package.
Respondents, other than the above, should submit, at a minimum, their
qualifications and any other information considered pertinent to the
requirement to the Contract Specialist within 45 days after CBD
publication of synopsis. The solicitation will be issued on or about 15
June 2000. For a copy of Drawing 639AS9453, Attachment (1), and CDRLs,

anticipated award date is 31 August 2000. Quotations may be submitted
