LOT IV WITH AN OPTION FOR TWO ADDITIONAL LOTS SOL DAAH23-00-R-0529 POC

is for the OH-58D System Safety Enhancement Program (SSEP). Lot IV
consists of the modification of 22 each OH-58D aircraft, NSN
1520-01-125-5476 plus an option for 22 each for Lot V and 22 each for
Lot VI. This program will involve the simultaneous application of
several Engineering Change Proposals into the aircraft. Authority and
Justification for other than full and open competition is 10 U.S.C.
2304(c)(1). The proposed procurement is for services and supplies which
cannot be obtained throught full and open competition because only one
responsible source is capable of satisfying the Agency's requirements,
FAR 6.302-1. Bell Helicopter Textron Incorporated, Fort Worth, TX is
the only known source capable of performing this work in the timeframe
required to satisfy the Army's minimum needs and BHTI retains the
proprietary data rights to the manufacturing processes and engineering
data packages required to perform the simultaneous and complex
modifications for SSEP. BHTI is the designerand sole manufacturer of
the OH-58D aircraft. All responsible sources may submit a proposal
