Purchase of four Boats for the National Marine Sanctuaries, Law Enforcement Division. The solicitation will be for a base year and one option year with an estimated quantity of 4 units per year. This will be a requirements type contract. Vessels constructed with chopped fiberglass will not be considered. No prototypes, basic hull design must have been manufactured for a minimum of 3 years. A vessel must be provided to be field tested in the Ft. Lauderdale, Florida to Key West, Florida area from July 6 through July 14, excluding weekends. MINIMUM vessel requirements: Center console; integral engine bracket; dive platform; able to be operated by one person; length range from 28 -- 32 feet as measured from tip of bow to center top of transom (does not include engine bracket);engine brackets must have stringer construction continued from hull through bracket; minimum beam of 8 feet, maximum beam 9 feet; minimum hull dead rise of 24 degrees; minimum dry weight (without engines) of 4500 pounds; capable ofspeeds over 50 miles per hour; ability to maneuver in adverse weather conditions (both inshore and offshore); Cap, liner, and hull bonded together; cap bonded throughout length of hull; minimum fuel capacity 250 gallons for 30 foot boat; 200 gallons for 28 or 29 ft boat (tank(s) to be constructed of 1/4 inch aluminum and anti-corrosion coated); center console constructed with front opening and step down; center console constructed for flush mounted electronics with security cover; short windshield with a rear lip; wide leaning post with adequate storage beneath seat; without fishing rod holders; heavy duty T-top capable of supporting radar, light bar, remote spotlight, & 4 antennas (designed so radar and light bar are stepped one above the other); Mercury race trim-tabs (k-plane); through bolt mounted dual hydraulic steering; vessel color off-white; no piping for live well, or cut outs for fishing rod holders. ACCESSORIES: 7 heavy duty cleats (all cleats to be mounted below deck utilizing hawse plates orpop-up with maximum of 3 pop-ups); international navigation lights; folding dive ladder mounted under dive platform; two bilge pumps; stainless steel steering wheel; compass, map light under T-top. RIGGING: Mount engines, controls, gauges, electronics, and other equipment supplied by government. Including twin OMC outboards with oil tanks, OMC gauge package, 2 tachometers, 2 temperature gauges, 2 hour meters, appropriate number of fuel gauges, two 25 ft engine harnesses with key switches, two trim harnesses, Propellers, dual binnacle engine control box with power trim and handles, law enforcement light bar and siren, radar, remote spotlight, DGPS map chart, depth sounder, VHF radio, Up to two additional police radio's, and antenna's for all electronics. All other rigging components and rigging supplied by manufacturer. Wiring will be done with tinned wire and heat shrink fittings. Delivery Date within 120 days ARO for 1st vessel, maximum of 60 days for additional vessels. A solicitation will be issued withinapproximately 20 days after publication of this notice.
