"After receipt of initial proposals and establishment of the competitive range, the Contracting Officer intends to conduct a competitive, anonymous, on-line reverse auction as described in the solicitation. Offerors are required to include proposed pricing in their initial proposal as set forth in the solicitation, in order to establish the competitive range. However, the primary pricing competition will be through auction. Submission of a proposal in response to the solicitation will be considered consent to the offeror to participate in the auction and the reveal their prices in anonymity during the auction.
