NASA/GRC plans to issue a Request for Proposal (RFP) for the design and
fabrication effort required to deliver (1) one 19 GHz, K-Band Phased
Array Antenna system to NASA GRC. NASA/GRC intends to purchase the
items from Raytheon Systems Company.Justification for Other Than Full
and Open Competition with Raytheon Systems Company has been prepared
using 10 U.S.C. 2304(c)(1), Federal Acquisition Regulation, (FAR),
6.302-1. "Only one responsible source and no other supplies or services
will satisfy agency requirements". In 1997, NASA GRC entered into a
Cooperative Agreement (NCC3-497) with Texas Instruments (now Raytheon
Systems Company) to develop a high data rate, scanning, dual beam,
phased array antenna system as part of the Direct Data Distribution
(D3) experiment which is slated to fly as a Hitchhiker payload on a
future flight mission. NASA GRC requirements dictate the need for an
identical copy of the phased array for in house pre-flight testing,
risk mitigation and performance evaluation. In house testing is
required to characterize the phased array antenna system to assure its
proper operation in space environment. Having only one contractor
owned phased array antenna system would expose NASA GRC to unnecessary
risks (test accidents, catastrophic failures etc.), all of which could
produce costly delays to the flight experiment schedule. A backup
array, owned by NASA GRC, would reduce these risks significantly. In
addition, award to any other company other than Raytheon Systems
Company would result in (a) Substantial duplication of cost to the
Government that is not expected to be recovered through competition; or
(b) Unacceptable delays in fulfilling the agency's requirements. The
Government does not intend to acquire a commercial item using FAR Part
12.See Note 26. See Note 22. Interested organizations may submit their
capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:30 p.m. local time on June
15, 2000. Such capabilities/qualifications will be evaluated solely for
the purpose of determining whether or not to conduct this procurement
on a competitive basis. A determination by the Government not to
compete this proposed effort on a full and open competition basis,
based upon responses to this notice is solely within the discretion of
the government. An Ombudsman has been appointed. See Internet Note
