is a combined SYNOPSIS/SOLICITATION prepared in accordance with the
format in FAR Subpart 12.6 and 13.5, as supplemented with additional
information included in this Notice. This announcement constitutes a
request for quotations and is the only solicitation that will be
issued; no written solicitation will be issued. The Solicitation number
is DTFH61-00-Q-00062 and is issued as a Request for Quotations (RFQ)
incorporating provisions and clauses in effect through Federal
Acquisition Circular 97-17. The Standard Industrial Classification Code
is 1799 and the small business standard is annual average gross revenue
of $7 million for the last 3 fiscal years. THIS REQUIREMENT IS 100%
SET-ASIDE FOR SMALL BUSINESS. The Federal Highway Administration has a
requirement for new security gates at the Turner Fairbank Highway
Research Center located at 6300 Georgetown Pike in McLean, Virginia.
The following specifications must be met: For the Access control system
-- proximity card reader, hands free telephone entry, control system to
switch controls from the facilities existing sliding gates and new
barrier gates, provide computer and software for creating and
terminating access cards as needed, software should be capable of
providing a history file and controlling card access times, main
control panel for system should be expandable to add additional ports,
and continued back-up of memory for three months. For the Barrier
gates -- one separate arm gate operator for entry and exit at each
facility port which allows single vehicle control, barrier gate should
cover road and not allow for access around the barrier, ground loop
detector for free exit from facility at each port, traffic loops to
close barriers, and back-up power system for full operation of gate
system for 4 hours. The following safety measures must be included:
provide equipment with inherent entrapment sensing system. (Operable in
both open & close cycles of gate travel so that the system will reverse
the gate travel in either direction, provide equipment with manual
release system. (Will allow the gate to be pushed open during power
outages, i.e. Fail-safe release system), and card reader must be far
enough away from the barrier gates so that vehicles can not come into
contact with barrier gate in use. For traffic control provide access
control reader system stationed in center of road on concrete pad that
delineates roadway, bollards installed to protect barrier operators
and access control readers, separate gate for pedestrian traffic at 193
access gate with card reader control to operate gate locking mechanism,
install speed bump at exit and entry sides of road to stop vehicles
from tailgating, and provide modifications to allow entry turn-off for
denied vehicles. (GW access gate is for passenger cars only). Other
services for the site shall include trench and bury control conduits.
(Run control wiring from access ports to Turner security desk),
building electrical wiring is to be flexible metal conduit through wall
chases and above ceiling. All wires should be tied above the drop
ceiling. Exposed wiring in Turner lobby, if needed, should be enclosed
in wire molding, cut and patch asphalt as required and remove rubble,
road surface alteration should match existing surfaces. (roads are
approximately 30 feet wide), approximately 1270 feet to GW gate and 749
feet to 193 gate from port of entries to facility buildings, current
power is 208v single phase with emergency power back-up to diesel
generator. All site power and control wiring should be in accordance
with the National Electric Code. Activate and test equipment, provide
initial onsite training to personnel and continued training support for
30 days from date of completion. Provide lighting protection for gate
and access control equipment. THERE IS A MANDATORY PRE-BID MEETING AT
THE TURNER-FAIRBANK HIGHWAY RESEARCH CENTER ON JUNE 15, 2000 AT
10:00am. ALL INTERESTED BIDDERS MUST ATTEND THIS PRE-BID MEETING. The
following factors shall be used by the Government to evaluate
proposals: Past performance of the system proposed including
functionality, reliability, and the appropriateness for our facility.
Offerors must include the following in their quotations: 1) A detailed
price quotation; 2) detailed information that describes the system and
its functions; 3) past performance information that includes at a
minimum the name and phone number of three contacts who are currently
using the proposed system, 4) Federal Tax Identification Number and
DUNS number; 5) delivery and installation time, and 6) business size of
the company. The following FAR clauses are applicable by statute to
this solicitation: FAR 52.213-4, Terms and Conditions_Simplified
Acquisitions (Other than Commercial Items), 52.237-1, Site Visit, and
52.237-2, Protection of Government Buildings, Equipment and Vegetation.
