BirstMM@navair.navy.mil. The Fastener Lab (AIR-4.3.5) at the Naval Air
Warfare Center Aircraft Division (NAWCAD) Patuxent River, Maryland has
a requirement to purchase a Fatigue Machine to verify fatigue
properties of fasteners. The Fastener Lab serves as the DoD's
Qualifying Activity for fasteners manufactured to Military
Specifications. The Fastener Lab Fatigue Machine shall apply static and
cyclic test loads in an uni-axial direction. The machine shall consist
of a load unit with a nominal dynamic load rating of 55,000 lbs.; a
55,000 lb. load cell, a 55,000 lb. hydraulic actuator; position
transducer; hydraulic crosshead lifts and locks; emergency stop
controls; 3000 psi internal hydraulic manifold and servo-valves,
hydraulic wedge grips. The grips shall be capable of 55,000 lbs.
dynamic force and 75,000 lbs. static force. The hydraulic wedge grip
set shall be capable of testing flat and round specimens. A hydraulic
power unit operating at 20 GPM and 3000 psi with 3-micron return
filtration shall power the load unit. The hydraulic power unit shall
require 460 VAC, 3 PH, 60 Hz incoming power, 24 VDC control, and be
water-cooled. It shall operate at less than 90-dB noise fully
compensated. The load and hydraulic power units shall utilize a
controller capable of digital servo control, function generation, data
acquisition, hydraulic control and digital I/O. The data acquisition
system shall be a16-bit resolution, 6 kHz data acquisition rate.
Function generation shall be by 32-bit processor, standard square, and
ramp waveforms. The controller shall include cables for hydraulic
control, servo-valves, conditioners, and communications to PC. The
controller shall be provided with a remote station control panel. The
remote station control panel shall provide local actuator and hydraulic
control at the load unit. The controller shall be provided with a
Pentium III PC. The PC shall have a 500 MHz processor, 64MB memory, 1
printer port, 1 serial port, 10GB EIDE hard disk drive, CD ROM Drive
x32 speed, 512K L2 cache memory, mouse and keyboard, 17 inch monitor.
The controller software shall enable integration of function
generation, data acquisition, and test sequencing with data storage.
The controller software shall provide capabilities for tensile,
compression, bend, high-cycle fatigue, and low-cycle fatigue tests.
This is a notice of intent to request a proposal from and negotiate
with MTS Systems Corporation, 7400 Browns Farm Road, Spotsylvania, VA
22553, on a sole source basis. MTS Systems has been identified as the
only responsible source capable of meeting the Government's
requirements. It is anticipated that a Fixed Price contract will be
awarded to MTS Systems for the purchase of the Fastener Lab Fatigue
