NASA/GSFC plans to issue a Request for Quotation (RFQ) on a sole source basis to the Haake Company to provide a Haake/Cahn TG2171 Thermogravimetric Analysis System which will be used in the Extraterrestrial Physics Laboratory. The TG 2171 operates continously to 1700 C (1973K) and uses a pair of matched, type B thermocouples placed in a very close proximity to the crucibles containing the sample and blank in order to yield a measure of energy needed to evaporate the sample or take it through a phase change at a particular temperature. This is the only known system that will meet these dual requirements that are needed to operate in an astrophysical environment. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 6/19/00.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
