850-452-9915 This is a combined synopsis/Request for Quotation prepared
in accordance with FAR 12.6 in effect through FAC 97-17. This
procurement is being conducted under Simplified Acquisition Procedures
(SAP). THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTICE. Responses are
due 15 days after publication. The Standard Industrial Classification
is 5169 with size standard 100 employees. This is a 100% Small Business
setaside. Naval Air Station Pensacola intends to award one indefinite
delivery purchase order for wastewater treatment chemicals for the
following: LINE ITEM 0001 Sodium Hypoclorite Solution (CAS
No.7681-52-9).Est quantity 43,000 gallons, Item description: Suitable
for use as drinking water disinfectant. Product shall be certified to
ANSI/NSF Standard 60, have AWWA Standard B300-92 approval, and be EPA
and USDA Approved for Standards B-1, D-2, G-4, and Q-4. Available
chlorine concentration at time of delivery shall be 12.5% minimum by
weight (15%volume)$______________ LINE ITEM 0002 Sodium Bisulfite
Solution(CAS No 7631-90-5) Est quantity 9,000 gallons, Item
description: Suitable for use as a dechlorination agent. NaHSO3
concentration at time of delivery shall be 38% -- 40% minimum by
weight. $________________ First delivery will be expected 15 days after
award and thereafter within 36 hours after receipt of each order. LINE
ITEM 0003 Charge for pumping solution into Government owned
tanks.$___________ All shipments shall be FOB destination. Delivery
shall be made during regular work hours. Regular hours are between 7:30
a.m. and 12:00 midnight Monday through Friday, excluding Government
holidays and Saturdays and Sundays. Delivery will be made to two Water
Treatment plants at NAS Pensacola and NTTC Corry Station, Pensacola
FL. Contract period shall be one year from receipt of order. Inspection
and acceptance shall be at destination by the Government. Quantities
are estimated and not guaranteed by the Government. Contractor shall
take all precautions to avoid personal contact with product. Contractor
personnel shall follow OSHA Safety Regulations and use appropriate
personal protective equipment when handling product. Contractor
personnel shall become familiar with location and operation of
emergency showers and eyewash stations at each facility. Products
delivered under this contract shall be tested for concentration by the
Contractor to ensure the delivered product meets the requirements
specified herein. Contractor shall test the product in the presence of
a Government Representative at the time of delivery. Submit certified
test results in writing. to the Government Representative on site. At
the Government's discretion, additional samples may be tested by a
third party at Government expense to verify test results. Contractor
personnel shall follow OSHA Safety Regulations and use appropriate
personal protective equipment when handling product. Contractor
personnel shall become familiar with location and operation of
emergency showers and eyewash stations at each facility. All waste
materials and debris generated by the Contractor shall be removed from
Government property immediately. The contractor shall comply with
Federal and State Clean Water Act (CWA) and hazardous waste
regulations. No chemicals shall be released to the ground or surface
waters. The contractor shall immediately clean up any chemical spill he
causes. The Contractor shall drum, package, and immediately remove from
Government property all hazardous wastes generated under this contract
in accordance with all federal, state, and local established
regulations. The contractor shall be responsible for the mishandling of
any hazardous material. The following provisions apply: FAR 52.212-1,
