The General Services Administration, Federal Technology Service, Region
8, Denver and its Client, Department of the Air Force, AFMC SMC Det
11/PK, Capt. Paul Bugenske/John Puccioni, 1050 E. Stewart Avenue,
Peterson AFB, CO 80914-2902, intend to procure on a Sole Source basis
from Raytheon Technical Services Company, Info. Tech. and Sci.
Services, 4400 Forbes Blvd., Lanham, Maryland 20706-4392, 703-757-1432.
PURPOSE: The U.S. Air Force requires the following items/equipment to
be purchased for the Operations and Maintenance task order currently
under contract at the CISF at Peterson AFB, Colorado Springs, Colorado.
Raytheon is under contract for the effort. The government intends to
have Raytheon lease/purchase the equipment as sole source. This
material list covers equipment essential to accomplish and complete the
effort -- acquire an IBM S/390 Multiprise 20003-224 processor under a
24-month lease-to-own arrangement. Provide systems engineering/systems
assurance for the Multiprise 2003-224 processor. Purchase five (5) IBM
3483-V Info Window II color alphanumeric displays. Install and
integrate the processor and the displays into the existing environment
at the CISF -- this shall include installation and integration of a
government owned IBM 3174-22L communications controller. Acquire IBM
OS/390 operating system software to be run on the Multiprise 2003-224
processor. Adequately train Raytheon computer operators to operate the
Multiprise 2003-224 processor and OS/390 operating system and provide
OS/390 system programmer training to DSES and government personnel.

Services: Denver Solutions Group, an IBm business partner. Remaining

5665. IMPACT: Without these items, work will stop, deliverables will
not be met, and the entire system will not function or work as a
complete system/unit. JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION: In the effort to complete a working system, it is
recommended that Raytheon lease/purchase the list of equipment for the
following considerations and reasons: to meet timeframes, milestones,
schedules; Raytheon has established relationships with contractors
that can supply the equipment; the items/equipment are incidental to
the total order; the items are unique in nature; and the equipment is
needed to complete a successful effort. Concerns having the ability to
furnish the above services are requested to give written notification
(including the telephone number for a point of contact) to the
acquiring office listed in this notice within 15-calendar days from the
date of this synopsis. This notification should clearly show their
ability to do so without compromising the quality, accuracy, and
reliability of the requirement. This is not a formal solicitation.
However, concerns that respond should furnish detailed data concerning
their capabilities and may request a copy of the solicitation when it
becomes available. All information is to be furnished at no cost or
obligation to the government. Along with the requested product
