Service (USPS) is seeking Qualification Statements from companies
wishing to be Prequalified to receive an award for Engineering Support
Services for the USPS. USPS Engineering, through the Material Handling
Deployment Group, will be pursuing; 1) the deployment of new
modification projects to existing material handling systems, and, 2)
the deployment of new material handling projects in USPS mail
processing facilities nationwide. These material handling projects
include; powered and unpowered conveyors or sorting equipment, all
associated structural, mechanical, electrical and control support, and
ancillary or specialty mail processing equipment, for the purpose of
receiving, transporting, culling or separating, sorting, repackaging or
containerizing mail. The solicitation, when released, is intended to
establish ordering agreements with supplier(s) with the capability of
providing Engineering Support Services (ESS) with respect to individual
components, modifications or complete system applications, on a site by
site basis, nationwide. These services include: 1) the required
mechanical, electrical and controls engineering, with the ability to
provide the supporting discipline engineering (simulation, structural,
etc.), as required, to be able to complete a ready for bid, material
handling project. 2) reviewing and commenting on all contract drawing
and Division 17 Specification submittals in a timely manner. 3)
Providing site project review, testing and follow up services as
required. To be considered prequalified to receive the solicitation,
the company must be able to: -- demonstrate previous USPS related
engineering application experience similar to the projects outlined
above in a material handling environment. Alternatively, the company
must be able to demonstrate significant previous mail and/or parcel
handling, engineering application capabilities in a material handling
environment with projects similar to the projects outlined above. --
submit a capabilities statement describing their organization, work
backlog -- demonstrate that they are financially capable; -- conduct
electronic business (e-Business) including EDI or be willing to develop
that capability in the near term (3 -- 6 months). The USPS contemplates
using e-Business and EDI extensively in the performance of this effort.
The contractor Qualification Statement will be evaluated in accordance
with the following criteria listed in order of importance: EXPERIENCE,
PAST PERFORMANCE, and CAPABILITIES. Qualification Statement packages
are available electronically on the Business Opportunity Bulletins
(BOB) at: http://www.purchasing.gov (note that at the Supplier Login
screen, the supplier must "register" before being permitted to
continue). Questions may be submitted by sending an e-mail to:
hclark01@email.usps.gov. The subject line must be
"GMHS/ESS-Qualification Statement". The request must include the
company's name, the company's point of contact, mailing address,
telephone number, telefax number, ande-mail address. The USPS desires
a single Point of Contact for each company. The Qualification Statement
packages are in Microsoft Word 97; they must be returned electronically
by e-mail to the e-mail address specified above in the same format. Any
spreadsheet submissions must be submitted in Microsoft Excel 97 format.
In addition to submitting the Qualification Statement packages
electronically, two (2) "hard" copies with original signatures must be
sent to: Helen Clark, USPS Automation Purchasing, 8403 Lee Highway,
Dewey Building, Merrifield, VA 22082-8150. This notice is open through
12 June 2000. Completed Qualification Statement packages are due to
the USPS by 3:00 pm EST on 26 June 2000. Please note that the
Qualification Statement Response is limited to a maximum of 30 pages.
The Postal Service intends to issue a Request For Proposal (RFP) to
prequalified firms only. It is anticipated that a solicitation will be
issued on or about July 10, 2000, with a Pre-Proposal Conference
approximately 10 -- 14 days thereafter. Submission of offers are
anticipated to be by August 14, 2000 and contract(s) awarded by
