on or about May 22, 2000. This amendment is the second amendment issued
to furnish questions and answers concerning this synopsis/solicitation.
Question: When is the hole punched? Does this happen prior to or after
the application of the sticker tot he old card? Answer: the hole is
punched after application of the sticker to the old card. The hole will
penetrate both the sticker and the card. Question: Will the INS furnish
the camera-ready artwork or is the contractor required to create the
camera-ready artwork? Answer: The contractor will develop the
camera-ready artwork which is consistent with stickers currently in the
filed. While the stickers have not been used, a supply exists for our
project initiation. The winning contractor will be given a sticker to
copy and develop. Holograms from the INS Forensic Document Lab will be
provided and will be incorporated into the design. Holograms and
security measures may be changed in future orders. All other terms and
conditions of COW-0-R-0033 remain unchanged and in full force and
