will host a daylong, information briefing to offerors for Phase II of
the Discoverer II program on 27 June 2000, at the Aerospace Corporation
Conference Center in Chantilly, VA. The briefing will be classified
SECRET. The Discoverer II Program is an Air Force, Defense Advanced
Research Projects Agency (DARPA), National Reconnaissance Office (NRO),
and Army joint initiative to develop and demonstrate an affordable
space-based radar (SBR) with Ground Moving Target Indication (GMTI) and
Synthetic Aperture Radar (SAR) imaging capabilities, and Precision
Digital Terrain Elevation Data (DTED) that will revolutionize
reconnaissance support to the tactical warfighter. The URL is

(JPO) is planning to solicit proposals for Phase 2 of the Discoverer
II demonstration program. The Government anticipates this acquisition
will be conducted under full and open competition procedures with
specific minimum technical requirements based on the results of the
Phase 1 program. The SIC Code is 8731 -- Guided Missiles and Space
Vehicles with the size standard of 1,000 employees. The intent of
hosting an Information Briefing to Offerors conference is to inform
industry of Government Phase II acquisition planning related to the
Discoverer II demonstration program. The Discoverer II program consists
of two phases. Phase 1 was competitively awarded using a formal source
selection process. Lockheed Martin, Spectrum Astro and TRW were each
awarded Phase 1 contracts. Phase 1 consists of conducting trade studies
and analysis evaluating a wide space of Mission, Concept of Operations
(CONOPS) and system capability employing Cost As an Independent
Variable (CAIV) techniques to arrive at an Objective System Concept
(OSC) consistent with the program's Statement of Objectives (SOO) and
System Capability Document (SCD). (The OSC represents a possible
follow-on operational system and is not part of the Phase 2
acquisition). Phase 1 also develops the concept, preliminary design,
and performance assessment of the two Research and Development
Prototype (R&DP) satellites and associated ground infrastructure to
meet the Government's Demonstrations Objectives. Detailed cost analyses
and demonstration test planning are also accomplished. The R&DP
demonstrates the technology growth path to the OSC. The Phase 1 program
results to date have demonstrated that an OSC comprised of a Low Earth
Orbit (LEO) constellation of small agile satellites employing
Electronically Scanned Array (ESA) technology could meet the program's
performance and affordability objectives. Phase 1 has also
demonstrated the feasibility and affordability to accomplish the Phase
2 demonstration objectives. The Phase 1 program will complete
preliminary design and risk reduction activities by September 2000, the
end of Phase 1. An electronic library will be established for access to
the government baseline concept and all risk reduction results
completed in Phase 1. The Phase 2 program completes the design,
manufacture, integration and testing, launch, and operation of two
prototype satellites for a one-year on-orbit demonstration. Anticipated
Phase 2 objectives are: 1) complete final design of the R&D prototype;
2) demonstrate design maturity prior to launch; 3) plan and conduct
on-orbit tests, subscale tests, simulation, and full system end to end
testing; 4) plan, integrate and test Discoverer II capability in the
Tactical Exploitation System (TES), and/or Littoral Surveillance System
(LSS) or Contingency Airborne Reconnaissance System (CARS); 5)
construct the spacecraft, interface with a launch vehicle, test and
support the launch operations of up to two spacecraft in FY2005; 6)
operate and maintain the spacecraft and ground infrastructure in
response to program needs during the demonstrations. The government
will provide Phase 2 technical requirements in the Technical
Requirements Document (TRD) included in the Request for Proposals
(RFP). The Government anticipates release of the Phase 2 draft RFP this
summer and final RFP in early FY2001. The TRD and draft RFP will not be
presented during this Information Briefing to Offerors. Phase 2
Offerors must demonstrate a mature concept and preliminary design for
all elements of the Discoverer II two-satellite prototype system.
Elements shall include: 1) a concept of operations; 2) a R&DP satellite
system with requirements allocated to the component level (Work
Breakdown Structure (WBS) Level 4); 3) a comprehensive PDR of ground
infrastructure and related elements; 4) a complete preliminary design
for integration into the ground station architecture for military
utility assessment; 5) a set of validated modeling and simulation
tools; 6) a prediction of system performance at the TRD threshold
level; and 7) a capability to execute a medium risk program that
achieves payload critical design review (CDR) 12 months after
Authorization to Proceed (ATP), system CDR at ATP + 15 months, and
launch of two separate satellites not later than ATP + 45.5 months.

Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source

conference center, prospective prime contractors/system integrators
will be limited to a maximum of 10 representatives each. All others
will be limited to a maximum of 3 representatives. The number of
allowable representatives may be adjusted based on the final number of

received NLT 15 June 00. Registrations will be confirmed via e-mail NLT
