Epidemiology and Genetics (DCEG), Environmental Epidemiology Branch
plans to procure pathology review services from Kaiser Foundation
Research Institution, Center for Health Research, 1800 Harrison Street,
16th Floor, Oakland, CA 94612. NCI has been conducting a cohort study
of human papillomavirus (HPV) infection and cervical cancer since 1989.
A previous research contract with Kaiser Foundation was in place until
1994 for the more extensive portion of the study. In 1999, a follow-up
for record reviews of the Portland cohort (300 records) was performed
for the period 1995 to 1999 under a purchase order. Based on that
review, the NCI researcher determined that pathology review of the
records for those cases identified last year is worthwhile. The review
will be conducted by the Kaiser Permanente pathology collaborator, Dr.
Scott, and staff. Kaiser Permanente staff completed computer searches
that identified the relevant women within the HPV study population.
From the initial work, Kaiser has collected specimens, controls,
calculation rates, cyto- and histopathology slides from suspect cases.
Using these materials/items, Kaiser can process the pathology reviews
of all new cases that were followed up. All procedures, which were
developed and utilized under the initial contract, shall be followed to
insure continuity and consistency between the previous data and new
data, as well as the overall analyses. There is no other source known
by the NCI researcher that can perform the above reviews since Kaiser
has all the required clinical materials (slides, controls, and data)
and access to the required clinical databases for the overall study. A
change in the source will prevent continuity with the previous study
and affect study variables. This is not a request for competitive
quotation. However, if any interested party believes it can perform the
above requirement, it may submit a statement of capabilities. The
statement of capabilities and any other information furnished must be
in writing and must contain material in sufficient detail to allow NCI
to determine if the party can perform this requirement without
compromising the integrity of the overall. Capability statements must
be received in the contracting office by 3:00 p.m. EST, on June 16,

not to compete this proposed requirement based upon responses to this
notice is solely within the discretion of the Government. Information
