Kar, madan.m.kar@usdoj.gov. The Immigration and Naturalization Service
(INS) of U. S. Department of Justice intends to solicit and award a
firm fixed type contract to Terrescan Technologies of Carmel, CA on a
sole source basis under the authority of FAR 6.302, for detecting and
mapping tunnels on the U. S. southern border with Mexico using a
proprietary Independent Source-Receiver Time-coded signal processing
system. A high-resolution seismic refraction system (SIISSO) with
independent source-receivers and superior noise cancellation may
provide a rapid and clear image of the subsurface. This action will
have two phases. In first phase, the contractor will develop a system
of detecting the shallow tunnels using its proprietary technology and
testing will be performed under a controlled environment. Once the
phase 1 is successful, in phase 2, the contractor will develop a field
deployable system, maintain the system and provide training to limited
INS users. The system development and testing must be completed within
12 months of the award date. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received by June 16, 2000 will be
considered by the Government. A determination by the Government not to
compete with this proposed contract based upon responses to this
notice is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. The SIC Code
