plans to issue a Request for Proposal (RFP) for engineering development
and assessment of the Space Shuttle Avionics Systems; International
Space Station (ISS) engineering design/assessment for dynamic
interaction and control issues as well as the Command and Data Handling
(C&DH) Systems; research and development in Guidance, Navigation and
Control (GN&C) systems for advanced spacecraft, both manned and
unmanned; and essential scientific, engineering, and information
technology services for NASA program initiatives. NASA/JSC intends to
procure the services from the Charles Stark Draper Laboratory per 10
U.S.C. 2304(c)(1). This work is sole sourced to Draper Laboratory due
to their unique knowledge and history with the systems stated above.
The unique characteristics of the GN&C and integrated avionics systems
of both the Space Shuttle and International Space Station,
specifically the area of the on-orbit Flight Control System (FCS)
design and development, require specialized knowledge and tools
possessed only by Draper Laboratory. Since the origin of the Shuttle
GN&C systems and the more recent development of the Space Station GN&C
systems, Draper Laboratory has been responsible for providing system
performance assessments, stability evaluation, verification of
controllable and stable flight and development of payload loads
indicators in response to on-orbit situations. Draper Laboratory has
developed extensive and unique procedures and software programs used to
assess and verify the Shuttle and ISS GN&C systems making their unique
expertise critical to the integrity of the Shuttle and ISS program.
The Government does not intend to acquire a commercial item using FAR
