to acquire a commercial item using FAR Part 12 and the Simplified
Acquisition Procedures set forth in FAR Part 13. This notice is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, which is issued as a Request for
Quotation (RFQ); quotes are being requested and a written solicitation
will not be issued. The information required by FAR Subpart 12.6 is

NASA/Glenn Research Center (GRC) plans to acquire a laser scan
Vibrometer System for an experimental test that is being setup for the
study of liquid fluid surface waves in a container with an emphasis on
wave turbulence and ripple effect near the wall boundary. This test is
for ground-based support of a space experimentalproject entitled
"Ripple Turbulence". It has been determined that a laser vibrometer
system shall be used for measuring the dynamics of liquid surface
ripple waves at both single point and multiple scan points over a
specified area of interest ranging from a few millimeter-squares to a
few centimeter-squares in size. The ripple wave motion is expected to
have a frequency variation from 25 Hz to 2 kHz with wave velocity of up
to +/- 8 m/s. The featured capabilities of the laser scan vibrometer
should include the following: 1. Rapid scanning rate. 2. Fully
integrated signal processing and video imaging with live display during
both test setup and test run to be sure the scanned data will be taken
over the area of interest and information is conveyed in real time for
an observation of dynamic motion. 3. System calibration. Data
validation against any entrained noise signals to assure the data
obtained is free from any unwanted vibrating elements associated with
the system structure dynamics and source of power supply. 4. Data
reduction and processing with standard FFT mode function to perform
full integration of acquired dynamic raw data, and plot results in
selected domain of frequencies in terms of acceleration, velocity,
displacement, and power spectrum in appropriate form of coordinate
system. 5. System-support software for control, acquiring data,
processing, and display needs. The system manufacturer needs to provide
full support of all aspects of the software, including test validation
and documentation of all conceivable features. 6. Backup support of
the system for both hardware and software, including remote
consultation (question and answer). If necessary dispatch of personnel
to the work site where equipment is being utilized. Questions
regarding this acquisition must be submitted in writing (e-mail is
acceptable), no later than June 9, 2000. It is the quoter's
