Richard, Contract Specialist, 301-443-0687/James Quinn, Contracting Officer, 301-443-5343 The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis with the Center for California Health Workforce Studies, University of California, 3333 California Street, Suite 410, San Francisco, CA 94118 to acquire a study of programs and strategies to increase diversity in the health professions' workforce. This is a notice of intent, not a request for proposals. This proposed project is a continuation of a successful study previously conducted by the Center entitled "Strategies for Increasing Physician Supply in Medically Underserved Communities in California" where the data, tools, and experience attained in that study will be resources available to the Center to use for this proposed study. In order for the Bureau of Health Professions (BHPr) programs to be successful, the Contractor will need to include in the study an identification of federal, state, institutional, and non-governmental strategies and an analysis of those strategies. The analysiswould reflect the expected short-term and long-term impact of those strategies and how the strategies could be made more effective. The study will also include an analysis of how well BHPr program strategies complement each other and provide recommendations for how BHPr strategies could be made more effective. Lastly, the study will also determine other strategies and/or activities the Bureau could adopt in order to increase the effectiveness of Bureau programs. The decision to award the contract to the Center is based on the Center's long history of completing numerous projects, reports, and programs for BHPr programs involving strategies to increase diversity in the health professions' workforce. In addition, the Center has examined trends in the numbers of racial/ethnic minority health professionals and assessed their contributions to care for racial/ethnic minorities and other underserved populations. Center staff members are currently preparing manuscripts concerning strategies for increasing racial/ethnic diversity between dentists and registered nurses for submission to peer review journals. Therefore, the Government has determined that the Center is the only responsible source having the experience and expertise in the arena of diversity in the health professions' workforce, and experience with BHPr programs. This expertise is necessary to provide the work and services required under this contract that will allow this study to be completed appropriately within the constraint time and fiscal guidelines.
