B -- COMMUNITY HEALTH CENTERS SENTINEL NETWORK FOR PRIMARY CARE RESEARCH SOL HRSA 232-BPHC-0043(0) DUE 072100 POC Lorah Tidwell, Contracting Officer (301) 443-5128 The Health Resources and Services Administration (HRSA) proposes to negotiate a sole source contract with the Primary Care Policy Center (PCPC) of Johns Hopkins University for the continued development of the Community Health Center Sentinel Research Network (CHCSRN). The CHCSRN sites will consist of 10 community health centers that represent rural and urban location, and the density of the community health center population. These sites will provide a "laboratory" for carrying out research and policy projects that accurately identify vulnerable and medically underserved populations and appropriately address changes in their primary health care needs. The PCPC is uniquely qualified for the continued work on the Sentinel project as demonstrated by their unique and experience with HRSA populations and with sentinel research networks, such as the Pediatric Research Office Settings (PROS) network, a sentinel research network of pediatric providers founded by the PCPC director. The PCPC's previous experience in developing the research networks, working with community health centers and with the populations that HRSA serves, enable the PCPC to develop and launch the Sentinel network efficiently within available resources. The PCPC is the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1).
