Deborah.A.Bittner.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request
for Quotation (RFQ) for AMSW Snow Validation Study. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GSFC intends to purchase the items from Helsinki University of
Technology, Finland. Helsinki University of Technology (HUT) is located
in a sub artic environment, where snow is a feature for six months of
the year, also; they own and operate a "Skyvan" aircraft with on-board
sensors that utilize the same frequencies (6.0 -- 9.0 GHz) as the AMSR
sensor, scheduled for launch as part of the Aqua Observing System in
December 2000. Additionaly, HUT has more than two decades of experience
in measuring snowpack properties using microwave radiometry. The
snowpack measurements made on the ground (ground truth) using a
hand-held 35 ghz radiometer will be made so that the spaceborne,
airborne and ground based measurements can be compared and evaluated.
NASA will provide the 35 ghz radiometer and manpower for the
ground-based measurements. The Helsinki University of Technology has
the only Skyvan aircraft having the instrumentation required to make
the passive microwave measurements that are essential to this study.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on June 16, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. Fax
communications will be accepted. All responsible sources may submit an
offer which shall be considered by the agency. An Ombudsman has been
