NOAA's Hurricane Mitch Reconstruction effort in Central America, this
publication serves as notice of intent to procure, on a sole-source
basis, from The Nature Conservancy, services to provide technical,
management, and educational support in the disaster preparedness and
response area as well as in the area of promoting sustainable,
resilient coastal communities in Central America. Specifically, there
are four (4) task elements: 1) providing regional coordination and
consultation for activities in the Gulf of Fonseca and establishing
regional workgroups to facilitate the development of policy and
guidelines in the areas of environmental monitoring and shrimp
aquaculture, 2) organizing and providing logistical support for
activities in environmental monitoring and current pattern analysis, 3)
providing a draft plan for protected areas management expanding the
Meso-American Biological Corridor to the Gulf of Fonseca and its
initial implementation, and 4) implementation of the extension and
outreach activities supporting these elements. The Government intends
to negotiate with The Nature Conservancy as it has a unique combination
of abilities and qualifications, as demonstrated by their membership in
a consortium of three international organizations which possesses
considerable expertise in developing and implementing protected area
management plans and developing educational and outreach programs, all
of which are required to accomplish the tasks within Central America.
This entity is uniquely positioned and qualified to support NOAA in
its Hurricane Mitch Reconstruction Program in Central America as it is
very familiar with this areas unique environmental protection and
natural resources management relationships with the regional
governmental organizations. The period of performance is anticipated to
be for one year with an option for an additional one-year period. This
notice may represent the only official notice of such solicitation.
