The Carl T. Hayden VAMC is seeking design services for the following project. Services will include design services, construction specifications and drawings, cost estimates and construction period services for project 644-00-102 "Replace Deteriorated Drain Lines". The A/E shall completely design the replacement of deteriorated drain lines in the basement areas of Building NO. 1 as identified by the VAMC Phoenix, Engineering Department. Replacement of cast iron and/or galvanized drain-piping ranging from the first elbow below the first floor level and beyond to the extent of the damaged sections. (Note: Construction work shall be emphasized after normal working hours and weekends. Contract drawings, Specifications, and Engineering calculations shall supply a complete design to the satisfaction of the VA. The A/E shall also provide a detailed construction cost estimate based on the contract drawings and specifications. Selection will be based on: 1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered material as well as specialized experience of the firm to perform the work required, including specific experience and qualifications of personnel proposed for assignment to the project; 3) Capacity to accomplish the work in the required time; 4) Past performance on contracts with the Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. This includes the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness as well as record of significant claims against the client because of imporoper or incomplete architectural and engineering services. This project is 100% set-aside for small emerging businesses. A small emerging business is defined as one whose average annual receipts over the past 3 years do not exceed $2 million. This project is also reserved for firms located within the Phoenix Metropolitan area only. The estimated construction budget range is $100,000 -- $250,000.
