Contractor will provide: a. A legal boundary survey of the Wetland Reserve Program (WRP) or Emergency Watershed Protection Floodplain (EWP) easement area including the route of ingress and egress. Access shall be surveyed, but no monumentation is required. The surveyor must be a licensed registered land surveyor. The survey and the descriptions shall meet all requirements of Chapter 25. Minimum Standards for Property Boundary Surveys. Surveys shall meet the accuracy specifications and positional tolerances for a Class D, Rural Survey as set forth by the Louisiana State Board of Registration for Professional Engineers and Land Surveyors in paragraph 2509. The survey plat will show both the easement and the access route. Written legal descriptions shall be of the metes and bounds type. b. A geodetic or state plane position on at least two corners on a survey if requested. c. Topographic surveys, if requested. 2. The surveyor will contact the local NRCS District Conservationist, prior to beginning the survey. The DC will provide location maps of the easement area, written access, and other descriptive information as needed. The DC will arrange a meeting between the DC, surveyor, and landowner to ensure that the intent of the landowner is met. 3. The surveyor will provide an original copy (36X24) and two copies of the survey plat, 11 x 17 in size to the Contracting Officer (C0). The surveyor will forward one copy (36X24) to the local District Conservationist (DC), and one copy (1:660) to Steve Cruse, WRP Team Leader, P.O. Box 158, Columbia, LA 71418. The contractor is not to provide a copy of the plat to the landowner without the approval of the CO. All survey plats will contain one of the following statements: THIS IS TO CERTIFY THAT THIS SURVEY WAS DONE BY THE UNDERSIGNED, THAT THE SURVEY WAS DONE ON THE GROUND IN ACCORDANCE WITH THE MOST RECENT MINIMUM STANDARDS FOR PROPERTY BOUNDARY SURVEYS, AS SET FORTH BY THE STATE OF LOUISIANA, BOARD OF REGISTRATION FOR PROFESSIONAL ENGINEERS AND LAND SURVEYORS, ANDTHAT THE ACCURACY SPECIFICATION AND POSITION TOLERANCE ARE IN ACCORDANCE WITH RURAL AREA SURVEYS.Or THIS IS TO CERTIFY THAT THIS MAP OF SURVEY REPRESENTS AN ACTUAL FIELD SURVEY, PERFORMED UNDER THE DIRECT SUPERVISION OF THE UNDERSIGNED, AND IS IN ACCORDANCE WITH THE ACCURACY SPECIFICATION AND POSITION TOLERANCE FOR A CLASS D, RURAL SURVEY, AS SET FORTH IN THE MOST RECENT MINIMUM STANDARDS FOR PROPERTY BOUNDARY SURVEYS BY THE BOARD OF REGISTRATION FOR PROFESSIONAL ENGINEERS AND LAND SURVEYORS, FOR THE STATE OF LOUISIANA. 4. The contractor will also include the name of the landowner and WRP/EWP contract number in the legend area of the survey plat. 5. The surveyor will provide as Attachment A to the survey, a legal description of the easement property. Attachment B will include a description of the route of ingress and egress to the subject property. 6. Natural or manmade barriers, such as ditches, streams, creeks, bayous, or rivers are occasionally used as boundary lines in property descriptions. In those instances, in property descriptions where boundary lines are called for as being located at or along the centerline of a ditch, stream, creek, bayou or river, for purposes of defining the Wetland Reserve Program or Floodplain Easement, the surveyor shall traverse along top bank of all rivers, bayous or waters known to be navigable regardless of description calls. Where deed calls for centerline as boundary, make ties to centerline as required to calculate area between centerline and traverse on top bank. Show top bank traverse, ties to centerline, and area between centerline and top bank traverse on plat. Questions regarding these traverses shall be directed to the Contracting Officer. 7. Traverse around all encroachments. Show all fences. Show all fences that constitute an encroachment. Show bearings and distances for traverse of encroachment and area of encroachment on plat. 8. Survey along the toe of a levee or berm and set witness posts at every 500 feet along a straight tangent. 9. Exclude all structures, i.e. campsites, well sites, sheds, etc., areas from total area of WRP/EWP tract. Show area and access for each on plat. 10. Exclude parish road R/W area from total area of WRP/EWP tract. Show parish road R/W area on plat. 11. Number each corner on survey plat. Points should be numbered in a clockwise sequence starting at the Point of Beginning. 12. Monuments and witness posts shall be installed by the surveyor at the time the survey is completed and prior to delivery of the plat of survey and legal description. Monuments and witness posts shall be installed at each corner. Witness posts with sign shall be installed every 500 feet along a straight tangent. Monuments are not required along top bank traverse. However, witness posts with boundary signs will be set on top bank traverse at intervals of approximately 500 feet and shall be so noted on plat. Acceptable monuments are: a. Underground magnetic markers. b. One inch diameter iron pipes or 5/8-inch iron rods (30-inches long) c. Four-inch square concrete posts with a brass or bronze cap with centerpoint and markings to be provided at time of task order. (As a minimum, the letters USDA-NRCS, WRP/EWP Easement, the year completed, and Landowner Contract Number). Concrete posts shall be 36-inches long. The post shall project 6-inches above the ground. Except for concrete posts, all monuments will be set flush with or below the ground surface and witnessed with a witness post. Witness posts must be driven into the ground not less than 18 inches. Acceptable witness post are: 1. "T" shaped steel fence post 1 3/8" X 1 3/8" X 1/8" or heavier. Minimum length shall be seventy-eight inches. Fence posts color shall be green or orange. 2. "U" shaped metal sign post, seventy-eight inches long, 1.12 lbs. per foot. Color shall be green. 3. Other metal posts proposed by the contractor, with prior approval of the Contracting Officer. 13. The contractor is required to attach a WRP/EWP boundary sign, 5X7 to the top of the witness post using a galvanized nut and bolt or lag screw. A wire attachment is not acceptable. The sign has two 3/8 inch drilled holes on 5-inch centers. The contractor will be required to pick up the signs at the local District Office. 14. Upon completion of boundary work, the surveyor shall contact the local NRCS DC and allow the local DC the opportunity to set up a meeting with the surveyor and the landowner to determine that the intent of the landowner has been met. Once this has been accomplished the DC will certify that the work has been completed in accordance with NRCS specifications. This certification will accompany the invoice for surveying services. The Contracting Officer must receive both the invoice and the certification before any disbursements or payments will be made. PRESELECTION will be based on a firm having 1) one or more licensed registered surveyors in the state of Louisiana; 2)current capacity to operate a field crew consisting of three members; 3)ability to produce a geodetic or state plane position on a survey; 4) completed at least 30 Boundary surveys within the last 5 years in Louisiana in accordance with Chapter 25 -- Minimum Standards for Property Boundary Surveys. SELECTION will be based on the following criteria:1) Professional Qualifications (15%)- registration and license of land surveyor to perform work; survey party personnel, their knowledge of and experiencein survey requirements; the qualifications and experience of key personnel who will be responsible for administering the work required. 2) Specialized Experience & Technical Competence(15%)- Evaluation will be based on experience and technical competence in boundary surveys in accordance with Minimum Standards for Property Boundary Surveys as set forth in Louisiana statues; 3) Capacity (25%)- based on ability to satisfactorily accomplish the work required within the established performance period; 4) Past Performance (25%)- Evaluation will be based on previous experience on contracts with Government agencies and private industry in terms of quality of deliverables, cost control, compliance with the required delivery schedule, and the contractors' experience with providing expert testimony regarding boundary surveys; 5) Location (20%) -- Evaluation will be based on the proximity and knowledge of the locality of the easement areas. The government may select up to the top six ranked firms to award an indefinite-delivery, requirements type, multiple award contract.The maximum amount of each contract will be $300,000. A minimum of $3000 is quaranteed under the basic contract. The contract will contain an option to extend the term of the contract for 2 years. Award of each task order will be based on the contractors' past performance in terms of quality of deliverables, cost, and compliance with the required delivery schedule. Interested and qualified firms must submit (4) copies of a completed SF 254 and SF 255 to the address above by close of business June 30, 2000.
