swilliamson@hcfa.gov. The Health Care Financing Administration (HCFA)
intends to acquire through Full and Open Competition IV&V technical
support services for its business and information systems,
infrastructure, and related information systems projects. HCFA seeks to
establish mechanisms, through its IV&V program, to provide
accountability for information resources management, and to provide
strategic and tactical support to the agency's Information Technology
(IT) efforts. HCFA requires complete contractor independence to protect
the integrity and usefulness of IV&V and to avoid significant potential
organizational conflicts of interest (OCI), and/or the appearance of
impartiality and/or unfair competitive advantage (as defined in FAR
9.501). Contractor awarded a contract for HCFA IV&V may be excluded
from working on any HCFA efforts related to systems development and
implementation efforts. An OCI clause will be included in the resultant
contract and will be effective throughout the life of the contract. In
accordance with the FAR, the HCFA Contracting Officer will make a
case-by-case determination (i.e., per task order), of the existence of
OCI. If a potential OCI is identified, the Contracting Officer will
determine if the conflict can be sufficiently mitigated. HCFA
contemplates making a single award of an IDIQ, task order contract with
multiple pricing arrangements for a one-year base period and four
one-year option periods. This is an unrestricted acquisition with a
small business subcontracting requirement. Offerors may be required, as
part of a pre-qualification process, to meet certain minimum
qualifications related to the Medicare environment. These minimum
qualifications will be delineated in the RFP. The RFP solicitation
number is RFP-HCFA-00-0047 and it will be issued approximately June 30,
