The General Services Administration (GSA), Public Buildings Service (PBS) in Washington DC is seeking expressions of interest, industry knowledge, and vendor specific information on internet-based commercial off the shelf (COTS) products/services that support project and program management for potential enterprise wide usage. This Request for Information is intended to solicit commercially available products and services that will support phased projects with multiple funding sources spanning several fiscal years, with the capability to aggregate individual project information at the program level. The current information architecture of PBS includes: 11 regional components linked by Wide Area Networks connected by Cisco routers, Local Area Networks running Windows NT server version 4.x, Application servers with MS SQL Server and Oracle, desktops with Windows NT 4.x, Windows 98/95, MS Office Suite, Netscape and IE Explorer browsers, and Lotus Notes mail. Multiple public internet sites are available at www.gsa.gov as well as a secure intranet available to employees. Project extranets are currently being utilized on a pilot basis. PBS constructs, leases, manages, maintains, repairs, and protects multiple Federal office buildings, courthouses, border stations, laboratories, and data processing centers nationwide. Acting as a large real estate organization, PBS recognizes that quality, timely and relevant project, procurement, and program information is essential to its business. PBS stakeholders include the project team, regional and national program managers, and external customers as well as the general public. The information that must be managed relates to site acquistion, design, construction, and turnover of federal buildings, courthouses, and other owned and leased facilities. Project data includes scope, schedule, budget, and cost as well as associated documentation and graphical images. The desired solution shall provide summarization of project data into program level reports for PBS management which reflect project status, schedule, and funding issues. Potential solutions must address the following: 1) commercial off the shelf (COTS) products or services; 2) Web based and aligned with XML and/or other emerging standards; 3) ODBS and SQL compliant database; 4) interoperability with other systems and software tools; 5) secure (for sensitive but unclassified information); 6) accessibility compliant per Section 508 of the Rehabilitation Act Amendments of 1998; 7) flexible access to data, and user configurable querying and reporting; and 8) capability of user-defined data fields within the product or service. Expressions of interest, commercially available literature, case studies and/or white papers, product capabilities documents and other relevant information are requested to be submitted electronically to: project.information@gsa.gov by 8:00 p.m. EDT, June 12, 2000. The preferable method of submission is a short explanatory email with URL links to relevant information currently available to the public. Email attachments are acceptable as well. Where information is proprietary, confidential, or subject to non-disclosure, specifically state the conditions upon which it is being transmitted to the government for review.
