Operations and Support Services at Sheppard Air Force Base (SAFB),
Wichita Falls, Texas was announced in Congress in September 1999. The
cost comparison involves 13 military officers, 232 enlisted, 265
civilians and 13 non-appropriated fund (NAF) employees. The Sheppard
A-76 Base Operations Services (BOS) Study resulted in the development
of 18 general functional areas to be included in the study. These areas
have been divided into two separate BOS dubbed Big BOS and Little BOS.
A single award for 13 functional areas may be made under full and open
competition for Big BOS. A second award for 5 functional areas is
set-aside for Small Business for Little BOS. The functional areas to be
included in Big BOS are: Grounds and Site Maintenance, Utilities and
Energy Management, Transportation, Communications & Information
Technology, Supply Services, Space Management, Trainer Maintenance,
Operations and Maintenance, Environmental Management, Engineering
Services, Custodial/Housekeeping, Emergency Management, and Housing.
The functional areas to be included in Little BOS are: Human Resources,
Record/Publishing Management, Visual Information Services, Community
Services, and Marketing & Publicity. In support of the study, SAFB will
hold an Industry Information Exchange meeting on Thursday, 1 Jun 2000,
at Sheppard AFB Community Activity Center, Bldg. 430, 7:30 a.m.- 2:30

million). The highest security clearance required is Top Secret.
National Agency Checks (NAC) will be required for all employees having
access to an Air Force computer system. A cost plus incentive fee
contract is contemplated for both Big and Little Base Operating Support
Services. Subcontracting of 30% of total contract dollars to small
business is required for Big BOS. Special notice to Small Business:
Small Business Administration (SBA) rules on affiliation, teaming and
limitations of subcontracting have changed. Briefly, in pursuing a
set-aside contract small business may now team together (and even
affiliate) and be eligible for award of a set-aside contract. The new
affiliation rules allow a set-aside when there is an expectation of two
or more competitive offers from small business teams (small business
prime contractor with small and large business subcontractors), when at
least 50% of the services will be preformed by the collective efforts
of all small business members of the team. (Reference FAR 52.219-14
(1), Limitation of Subcontracting. The cost comparison will be held
on/about 26 Apr 01. A pre-proposal conference will be held on/about 20
Jul 00; with specifics being identified in the Request for Proposal
(RFP). Tentative proposal receipt date is 28 Sep 00. Hard copies of the
